The Ministry of Public Security submits the draft Decree amending and supplementing a number of articles of Decree No. 168/2024/ND-CP of the Government stipulating penalties for administrative violations of traffic order and safety in the field of road traffic; deducting points, restoring points for driver's licenses. The draft will be consulted until the end of April 19.
Article 3 of the draft amends and supplements a number of provisions of Article 13 as follows:
1. Amending and supplementing point b, clause 6 as follows:
Driving vehicles without certificates or technical safety and environmental protection inspection stamps (for vehicles that are required to be inspected, except for temporarily registered vehicles) or having them but having expired (expired date of use) from 01 month or more (including trailers and semi-trailers); driving vehicles without technical safety and environmental protection inspection stamps or with technical safety and environmental protection inspection stamps but not in accordance with regulations (including trailers and semi-trailers).
2. Amending and supplementing point b, clause 8 as follows:
Driving a vehicle without attaching enough license plates or attaching license plates in the wrong position, not in accordance with regulations; attaching license plates with unclear letters and numbers or using other painted or pasted materials on the letters and numbers of the vehicle's license plate; attaching license plates that are bent, covered, changing letters, numbers, colors (of letters, numbers, background of the vehicle's license plate), shape, size of the vehicle's license plate or using materials, materials, and equipment that change the information recognition feature of the vehicle's license plate (including trailers and semi-trailers).
Thus, compared to Decree 168, the draft supplements regulations: driving a vehicle without being affixed with a technical safety and environmental protection inspection stamp or being affixed with a technical safety and environmental protection inspection stamp but not in accordance with regulations (including trailers and semi-trailers). This act will be fined from 4 million to 6 million VND.
The draft supplements the act of using materials, materials, and equipment to change the information recognition feature of license plates (including trailers and semi-trailers). This act is fined from 20,000,000 VND to 26,000,000 VND.
