Recently, Lam Dong voters reported that currently very few people benefit from insurance for motorbikes and scooters (motorbike insurance). Voters suggested that the collection and payment of this type of insurance should be made public.
Responding to voters' opinions (October 2024), the Ministry of Finance said that the Ministry of Finance has issued a document responding to the proposal of the National Assembly delegation of Lam Dong province regarding compulsory civil liability insurance of motor vehicle owners.
According to the Ministry of Finance, Decree No. 67/2023/ND-CP dated September 6, 2023 of the Government has inherited and supplemented many new regulations to simplify compensation procedures and ensure the rights of insurance buyers.
Regarding motorbike insurance payments, the Ministry of Finance said that according to data (as of June 30, 2024) provided by insurance companies, the revenue from civil liability insurance premiums for motorbike and scooter owners (motorbike insurance) is more than 431 billion VND.
Of which, the units have paid compensation of 41.9 billion VND. The above expenses do not include commissions, management expenses, sales expenses... as well as compensation responsibilities arising in the future.
In 2024, the Ministry of Finance will conduct inspections, including inspections of the implementation of compulsory motor vehicle insurance for 4 non-life insurance companies and a thematic inspection of compliance with legal regulations on civil liability insurance for motorbike owners for 8 non-life insurance companies.
Through inspection and examination, if an insurance company is found to be violating regulations, the Ministry of Finance will strictly handle it according to the provisions of law.
"Regarding difficulties and obstacles in mechanisms and policies in implementing compulsory civil liability insurance for motor vehicle owners (Decree No. 67/2023/ND-CP newly issued), the Ministry of Finance accepts the recommendations of Lam Dong province voters in the process of perfecting mechanisms and policies" - the Ministry of Finance emphasized.
