On the morning of May 19, Mr. Truong Viet Dung - Vice Chairman of Hanoi City People's Committee informed the press about the planning, site clearance, and resettlement for people at some key projects in Hanoi city.
According to Mr. Dung, regarding the group of planning issues, currently according to the issued decision, the Capital only has one overall plan integrating all types of previous plans, including general plans and socio-economic development plans.
The authority has been assigned to the Chairman of the City People's Committee. Currently, Hanoi is implementing contents to announce the plan, including drawings so that people can access, monitor and visualize more clearly.

According to Mr. Dung, in the long term, Hanoi will study building sandbars and 4D models to serve research and approach planning. The city is expected to announce the plan at the Investment Promotion Conference taking place around the end of June 2026.
It has been about 5 years since Hanoi organized the Investment Promotion Conference. This time, we plan to organize it at the end of June and will announce all these contents," Mr. Dung said.
Regarding site clearance work, Mr. Dung said that Hanoi has up to 26 specific mechanisms, stemming from the practical implementation in communes and wards, as well as the differences in land policies through periods and historical shortcomings related to land.
According to the leader of Hanoi City People's Committee, the city is preparing a resettlement housing fund to introduce to people at projects in need. The current multi-purpose urban model is a new model being implemented, originating from the reality of existing resettlement areas.
During the renovation and repair of resettlement areas, Hanoi applies temporary residence support policies for people. According to Decision 40 of the city, the support level for single households is no more than 5 million VND/month; for multi-member households, it is 2.5 million VND/person/month and a maximum of 15 million VND/household/month.
If renting a house, with 15 million VND, people can completely rent an apartment in the area. Hanoi's policy has now approached the actual price level after consulting the prices on the market," Mr. Dung said.
Also according to Mr. Dung, previously in assigning site clearance work, the city had implemented it in the direction of "clear people, clear tasks". In which, the Department of Agriculture and Environment, in its role as a standing agency, assigned officials and specialists to closely monitor each commune and ward area.
In the coming time, Hanoi will establish more connection channels between the Department of Agriculture and Environment and some related sectors such as Planning - Architecture to serve work related to housing funds, land funds, and at the same time create more channels for information exchange with the press to publicize related contents.
Hanoi is determined not to break traditional values for any reason.
According to Mr. Dung, right in the planning, Hanoi has identified the goal of building the Capital into a global city: civilized, smart, creative, in which putting the elements of civilization and culture first.
Therefore, all cultural contents are identified as a roadmap throughout the planning, in addition to the development of the cultural industry. Hanoi is determined not to break traditional values for any reason.
