The Ministry of Construction has just issued Document No. 11396/BXD-KHCNMT&VLXD to the Committee for Petitions and Supervision of the National Assembly and the Delegation of National Assembly Deputies of Ha Tinh province to respond to voters' petitions from Ha Tinh province sent after the First Session, 16th National Assembly.
According to the content of the petition, voters proposed to promptly issue the National Technical Regulation for electric vehicle charging stations, as a basis for unified management, investment, construction and operation of charging station systems nationwide, ensuring safety, synchronization and in line with the trend of green energy development.
After research, the Ministry of Construction has the following opinions:
Implementing Vietnam's commitment to net zero emissions at the 26th Conference of Parties to the United Nations Framework Convention on Climate Change (COP26), the Ministry of Construction chaired and coordinated with ministries, sectors, and localities to organize the development and submission to the Prime Minister for promulgation of Decision No. 876/QD-TTg dated July 22, 2022 approving the Action Program on Green Energy Transition, Reducing Carbon and Methane Emissions of the transport sector.
Implementing Decision No. 876/QD-TTg, to ensure synchronicity and conformity with the trend of green energy development as proposed by voters, the Ministry of Construction has organized the review, update, development, and promulgation of national technical regulations on urban and rural planning, apartment buildings, rest stops, and bus stations, which have regulations on arranging charging station infrastructure to serve the development of electric and green energy vehicles.
Regarding voters' recommendations on issuing "National technical regulations for electric vehicle charging stations, as a basis for unified management, investment, construction and operation of charging station systems nationwide"; with the responsibility of being the focal agency for organizing and implementing Decision No. 876/QD-TTg, the Ministry of Construction has reported and proposed to the Prime Minister.
In Notice No. 307/TB-VPCP dated June 16, 2026 of the Government Office, the Prime Minister assigned the Ministry of Industry and Trade to preside over and coordinate with the Ministry of Science and Technology and relevant agencies to develop and promulgate the National Technical Regulation on charging stations and electric vehicle charging poles according to simplified procedures; completion time before September 30, 2026 (Notice No. 307/TB-VPCP attached).
The Ministry of Construction respectfully sends the Delegation of National Assembly Deputies of Ha Tinh province to inform voters; sends to the Committee for Petitions and Supervision of the National Assembly to summarize, monitor, and supervise according to regulations.
