The Department of Construction Infrastructure (Ministry of Construction) has just issued Official Dispatch No. 1151/KCHT-HTĐT on communication of the draft Circular promulgating the National Technical Regulation on Technical Infrastructure Works - Parking lots.
According to the Department of Construction Infrastructure, in practice, the rate of increase of personal vehicles (especially cars) far exceeds the rate of development of road infrastructure, especially in Hanoi and Ho Chi Minh City, putting great pressure on traffic infrastructure, lacking public parking lots according to planning. In addition, the trend of shifting vehicles using electricity and green energy (electric vehicles, vehicles using clean fuel) is taking place strongly.
Researching and issuing Standards for parking lots to shape space, scale and mandatory technical indicators, as well as integrating new utilities such as electric charging stations, electric parking spots to serve the conversion of electric vehicles and green energy to synchronously meet the needs of modern urban development is necessary.
The Circular promulgating the National Technical Regulation on the System of Technical Infrastructure Works - Parking lots will create a unified legal basis for localities and businesses to conveniently apply in planning, design, investment, construction and management of parking lots; promote sustainable urban development and green transformation for road vehicles.
The draft Circular promulgating the National Technical Regulation on the System of Technical Infrastructure Works - Parking lots stipulates the technical requirements that need to be followed in the construction, renovation, and upgrading of parking lots belonging to technical infrastructure works, and at the same time supplements new regulations on infrastructure and fire prevention for charging stations, battery exchange stations, and electric vehicle parking spaces in parking lots.
According to the draft regulation, the technical regulations include regulations from space organization, structure, internal traffic to fire safety, ensuring functional zoning for motor vehicles, rudimentary vehicles, vehicles using clean fuel, arranging parking spaces for people with difficulty accessing; regulations on internal traffic requirements such as road width, turning radius and ramp slope to ensure safe and smooth traffic.
Fire safety regulations are regulated and referenced synchronously with current fire safety regulations, regulations on equipping and arranging fire prevention and fighting, rescue, and salvage vehicles for houses and works. Regarding the technical system of the project, regulations for electrical systems, lightning protection, lighting, ventilation, smoke protection and water supply and drainage are standardized to ensure synchronous parking lot operation capacity.
New regulations on the minimum ratio of parking positions that must arrange electric vehicle charging points in the parking lot, new technical requirements for electric vehicle charging areas and battery replacement areas: safety distance, electrical system, fire prevention and fighting. The Draft Standard also introduces technical regulations according to specific types of parking lots such as: floating parking lots, underground parking lots, closed parking lots, open parking lots, rudimentary parking lots, mechanical parking lots and smart parking lots.
