Clause 2, Article 21 of the Law on Traffic Safety and Order stipulates that drivers must not use a horn continuously; must not use a horn with an output not in accordance with regulations; must not use a horn from 10:00 p.m. the previous day to 5:00 a.m. the following day in densely populated areas, areas of medical examination and treatment facilities, and priority vehicles.
Motorcyclists who deliberately honk when traveling in densely populated areas during off-time will be fined.
Point i, Clause 1, Article 7 of Decree 168/2024/ND-CP stipulates a fine of VND 200,000 to VND 400,000 for drivers who use a horn from 10:00 p.m. the previous day to 5:00 a.m. the following day in densely populated areas, medical examination and treatment facilities, except for priority vehicles on duty as prescribed.
To ensure traffic safety, motorcyclists who need to overtake must ensure the principles according to Article 14 of the Law on Traffic Safety and Order.
Accordingly, in urban areas and densely populated areas from 10:00 p.m. the previous day to 5:00 a.m. the following day, only signs of asking to overcome the situation are sent by light.
When a vehicle requests to overtake, the driver of the vehicle participating in road traffic in front must observe the road in front. If safety conditions are met, speed must be reduced, there must be a signal to turn right to signal the driver of the vehicle participating in road traffic behind to overcome and drive close to the right side of the road until the vehicle behind has overcome, no obstruction for the vehicle asking to overcome.
In case there are obstacles or are not safe conditions, the driver of the vehicle participating in road traffic in front must signal to turn left to signal to the driver of the vehicle participating in road traffic behind that it has not been overtaken.
