Officially proposing to inspect motorbike emissions from 2027 in Hanoi and Ho Chi Minh City

The Ministry of Agriculture and Environment has just officially proposed applying a roadmap for motorbike emission inspection.

The Ministry of Agriculture and Environment submitted a draft of the Prime Minister's Decision stipulating the roadmap for applying national technical regulations on emissions of motorbikes and 9-seat motorbikes (motorbikes) circulating in Vietnam.

The time to start implementing the emission inspection of motorbikes in circulation is as follows:

From January 1, 2027, motorbikes will be circulating in the area of 2 centrally-run cities, including Hanoi and Ho Chi Minh City.

From January 1, 2028, motorbikes will circulate in the remaining 4 centrally-run cities, including Hai Phong city, Da Nang city, Can Tho city and Hue city.

From January 1, 2030 for motorbikes circulating in the remaining provinces and cities. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.

Motorbikes manufactured before 2008 apply Level 1 - The largest permitted limit of emissions as prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes manufactured from 2008 to 2016, apply Level 2 - The largest permitted limit of emissions as prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes manufactured from 2017 to June 30, 2026, apply Level 3 - The largest permitted limit of emissions as prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes manufactured after July 1, 2026, apply Level 4 - The largest permitted limit of emissions as prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes manufactured before 2016 apply Level 1 - The largest permitted limit of emissions as prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes manufactured from 2017 to June 30, 2027, apply Level 2 - The largest permitted limit of emissions as prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes manufactured from July 1, 2027, apply Level 4 - The largest permitted limit of emissions as prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes and mopeds circulating in Hanoi and Ho Chi Minh City must meet the regulations on emissions of Level 2 or higher, as of January 1, 2032.

Motorbikes and mopeds circulating in the "low emission zone" of Hanoi city according to the provisions of the Capital Law must meet the emission regulations according to the Resolution of the People's Council.
