According to Quang Ninh Provincial Police, in order to tighten vehicle management and improve the effectiveness of handling administrative violations, in recent times, Quang Ninh Provincial Police have resolutely implemented the new regulations of the Ministry of Public Security on revoking vehicle registration and license plates after transferring ownership.
Implementing the provisions of Circular No. 79/2024/TT-BCA of the Ministry of Public Security, from November 15, 2024, vehicle owners (cars, motorbikes, specialized motorbikes) are responsible for carrying out procedures to revoke the vehicle registration certificate and license plate within 30 days from the date of issuance of the ownership transfer documents.
If after the deadline the vehicle owner fails to carry out the procedures or does not hand over the documents and license plate to the transferee to carry out the revocation procedures, the vehicle owner will be subject to administrative sanctions.
Individuals who violate can be fined from 4 to 6 million VND; organizations that violate can be fined from 8 to 12 million VND.
In Quang Ninh, in the first 6 months of 2025, the Traffic Police Department of the Provincial Police has fined 112 cases of violations of regulations on revoking vehicle registration and license plates, with a total fine of up to 736 million VND.
Also according to Quang Ninh Provincial Police, since mid-May 2025, the Ministry of Public Security has piloted transactions to transfer ownership of electronic vehicles on the Ministry of Public Security's Public Service Portal in a number of provinces and cities. By June 12, 2025, the pilot program will be expanded to 12 localities, including Quang Ninh. Electronic transactions not only help simplify administrative procedures, save time and costs, but also eliminate the mandatory requirement to notarize transfer contracts as before.
