On February 23, the Traffic Police Department said that, implementing the direction of the leaders of the Ministry of Public Security, the Department is proactively and urgently deploying working measures to receive the task of state management of testing and granting driving licenses (GPLX) from the Ministry of Transport to the Ministry of Public Security with the most basic principle of not interrupting, not interrupting, not affecting the normal activities of people and businesses, ensuring that all activities of agencies and organizations take place continuously.
The Public Security sector is urgently completing institutions, legal documents on testing, granting driving licenses, organizing the apparatus, assigning tasks and training for the Traffic Police force to be testing and upgrading and supplementing the completion of database systems, software systems... to ensure the most convenient service to the people.
It is expected that people who need to issue and change their driving licenses can carry out procedures through various forms through online public services and submit their applications directly.
For online procedures:
Individuals who need to change their driving license access the National Public Service Portal or the Ministry of Public Security, declare according to the instructions and must fulfill their obligation to pay the driving license change fee through the payment function of the online public service system according to regulations.
The results of the driving license will be returned to the people after 5 working days (if registering for postal services), and the electronic data of the people's driving license will be automatically updated in the electronic environment through the driving license information lookup page of the Traffic Police Department and the National Identification Application (VNeID).
People can use the VNeID application to present their driving licenses to the authorities during the inspection and the Traffic Police force can also use the electronic environment to check and authenticate people's driving licenses through a specialized application, just need people to provide information about personal identification codes.
For direct change and re-issuance of driving licenses:
People who need to change their driving license must prepare a set of documents according to regulations and send them directly to the Traffic Police Department of the provincial police or the police of the commune, ward or town where the driving license change application reception point is located.
Here, people are instructed to carry out other necessary procedures such as taking photos and fulfilling their obligations to pay the driver's license exchange fee upon receipt. The results of receiving the driving license after 5 working days will be updated on the electronic environment (VNeID application and the driving license information lookup page of the Traffic Police Department).
People receive the results at the reception point or return them at home if people have a need.
The application for changing driving licenses includes:
Proposal to change or reissue a driving license according to the form (people can declare at the reception point);
The driver's health certificate is issued by a medical examination and treatment facility that meets the standards prescribed by law on medical examination and treatment and is still valid (except for people with driving licenses of classes A1, A, B1);
Certified copy or electronic copy of the original or electronic copy issued from the original book of the driving license or Decision to sanction administrative violations in the field of road traffic in cases of revocation of the right to use the integrated driving license;
The passport is still valid (for foreigners and Vietnamese people residing abroad).
The time when the traffic police force issues and changes driving licenses to citizens is immediately after the competent authority decides and is widely informed for the masses to grasp and implement.
