The Ministry of Public Security issued Decision No. 1025 / QD-BCA on the announcement of a list of newly issued administrative procedures in the fields of testing, granting driving licenses; issuing judicial records; ensuring information security, network security; organizing drug rehabilitation and management. The decision takes effect from March 1, 2025.

Previously, on February 27, a representative of the Traffic Police Department (Ministry of Public Security) said that from March 1, people who need to change or reissue driving licenses will be done in 2 ways: directly and online.
Change and reissue a direct driving license as follows:
The person eligible to change or reissue a driving license will complete the following documents: Proposal to change or reissue a driving license according to the prescribed form; a health certificate of the driver issued by a qualified medical examination and treatment facility (except for people with a driving license of classes A1, A, B1); certified copy or electronic copy of the driving license, citizen identification card; valid passport (for foreigners, Vietnamese people residing abroad).
"In case the driving license is integrated with two classes and people are during the period of being revoked the right to use the driving license of one class, then submit a decision to sanction administrative violations in the field of road traffic to be changed to the remaining class", said a representative of the Traffic Police Department.
People who need to change their driving license to a lower degradation must clearly state in the application for a new or re-issued driving license and be responsible for the declaration content.
Also according to the representative of the Traffic Police Department, when changing or reissuing a driver's license directly, people should go to the headquarters of the Commune Police, the town ward where the dossier reception point is located or the Traffic Police Department of the City Police.
For each time of changing or reissuing a driving license, people will have to pay 135,000 VND in fees (implemented according to Circular 37/2023 of the Ministry of Finance).
"People will receive results after five days from the date of receipt of the application. Driver's license information is updated on VNeID and the driver's license information lookup page of the Traffic Police Department after three days of receiving the application", the representative of the Traffic Police Department added.
Exchange and reissue driving licenses online
People who need to issue and change driving licenses online should access the National Public Service Portal, then choose the service "Change driving licenses".
Here, people choose the receiving agency, the reason for changing the driver's license and then look up the driver's license information that has issued the driver's license number.
Next, people check their personal information and driving license and look up the health information they have examined using the health examination paper code or citizen identification number, then see health details. Then, view the tour guide and download a portrait photo.
The next step is to attach the file components according to the instructions, re-check the contact information. Then commit to information and continue. People need to choose the form of receiving results, check the recipient information and enter the address to receive the results.
Finally, select "submit documents", and you can review the information after successfully submitting the documents.
After clicking "submitting documents", people have successfully registered for the license exchange service on level 4 public services, waiting for approval from the competent authority and instructions to supplement the documents (if there are errors or lack of information to be supplemented).
For the form of issuing and exchanging driving licenses through online public services, it will cost 115,000 VND/issuance (implemented according to Circular 63/2023 of the Ministry of Finance).
At the same time, the time to return the results and display the information on VNeID will be equivalent to direct work. The results of the driving license are paid through the postal service at the request of the individual.
