The Road Motor Vehicle Driving License Assessment and Provision Team (Traffic Police Department) is headquartered at No. 2 Phung Hung, Van Quan Ward, Ha Dong District, Hanoi City. People can submit their application directly at two receiving locations of the unit: facility 1 at 2 Phung Hung, Van Quan ward, Ha Dong district and facility 2 at 253 Nguyen Duc Thuan, Trau Quy town, Gia Lam district.
Time to receive and return results: Morning: 8:00 - 11:00; afternoon: 13:30 - 16:30 (working from Monday morning to Saturday morning).
Today (February 28), the Traffic Police Department (Hanoi City Police) received the work of testing and granting driving licenses from the professional unit of the Hanoi Department of Transport. Accordingly, the Hanoi Department of Transport has handed over all data documents for granting and exchanging driving licenses and related facilities.
Mr. Le Ngoc Dien - Head of the Vehicle and Driver Management Department (Hanoi Department of Transport) said that since the beginning of February 2025, the Hanoi Department of Transport has closely coordinated with the Ministry of Transport, the Traffic Police Department and the Hanoi City Police in handing over procedures, facilities, records, data, etc.
The Hanoi Department of Transport handed over all driving license applications, data on driving license renewal and related facilities. However, to ensure the completion of the documents received by the department, as well as the backlog, the Hanoi Department of Transport requested the Vietnam Road Administration to maintain the management software until March 31, 2025.
Deputy Director of the Hanoi Department of Transport Dao Duy Phong said that to implement the handover, the Department has established a working group to coordinate with the City Police and received close guidance from the Traffic Police Department and the Road Department. Up to now, the handover process has gone smoothly.
On average, Hanoi receives about 1,000 new applications and changes of driving licenses per day. The leaders of the Department of Transport believe that the Hanoi Police have fully prepared human resources, machinery, equipment... to ensure the issuance and transfer process takes place continuously and quickly, meeting the needs of the people.
Colonel Tran Dinh Nghia - Head of the Traffic Police Department - Hanoi City Police expressed his desire to continue to receive maximum support from the Department of Transport to create favorable conditions for people, avoiding interruptions in driving license issuance and renewal activities.
According to the plan, from March 1, the Hanoi Traffic Police Department will take on the task of testing, issuing, and changing driving licenses. The process includes organizing an examination, receiving documents, completing procedures and transmitting data to the Traffic Police Department (Ministry of Public Security) to issue an electronic driving license, then sending it to the locality for printing and returning to the people.
At the same time, license information will be integrated into the electronic identification account to ensure citizens' rights and serve state management.
Administrative procedures for granting and exchanging driving licenses remain unchanged. People can do it at direct reception points or through the National Public Service Portal.
The Ministry of Public Security and the Hanoi Police will announce a list of receiving locations and addresses to access the Public Service Portal for people to conveniently look up.
Previously, on the morning of February 28, Hanoi City Police launched the Road Mechanical Driving License Examination and Issuance Team under the Traffic Police Department, officially receiving the task of training and issuing driving licenses from the Hanoi Department of Transport.
