Control motorbike emissions right at repair dealers

The Vietnam Automobile, Motorcycle and Bicycle Association (VamoBA) said that the unit has requested repair and maintenance dealers to invest in controlling motorcycle emissions.

Speaking to Lao Dong Newspaper, Ms. Phung Minh Nguyet, Vice President of the Vietnam Automobile, Motorcycle and Bicycle Association (VamoBA) said that the association strongly supports the draft roadmap for applying motorbike emissions proposed by the Ministry of Agriculture and Environment.

We clearly see that the polluted environment in Vietnam, especially the two major cities of Hanoi and Ho Chi Minh City, is very serious. The level of air pollution is among the highest in the world.

We often witness peak hours of traffic congestion, tens of thousands of motorbikes emitting emissions into the air, directly affecting traffic participants, causing a feeling of intense and dense emotions. Certainly, the consequences for people's health in terms of age, cancer, other diseases, health burden and damage are immeasurable.

From the perspective of the association, there have been many accompanying measures when the authorities tighten control of motorbike emissions. Accordingly, the association recommends that investors invest in emission control and inspection equipment right at repair, warranty and maintenance points of dealers.

In the long term, the association also encourages manufacturing units to switch to electric vehicles. The Association guides member businesses to limit the production of gasoline vehicles and increase investment in the production of electric vehicles with an output of 1.5 million units per year.

The Association recommends clarifying emission control with specific standards for each year and each region.

Strict control is needed in densely populated areas with higher standards. At the same time, support electric motorbike manufacturing enterprises in taxes, registration fees, and create favorable conditions in quality control procedures.

Regarding the roadmap for motorbike emission inspection, the Ministry of Agriculture and Environment recently submitted a draft Decision of the Prime Minister regulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds (motorbikes) in circulation in Vietnam.

The expected time to start implementing emission inspection of motorbikes in circulation is as follows:

From January 1, 2027, motorbikes will circulate in the two centrally-governed cities, including Hanoi and Ho Chi Minh City.

From January 1, 2028, motorbikes will circulate in the remaining four centrally-governed cities, including Hai Phong city, Da Nang city, Can Tho city and Hue city.

From January 1, 2030 for motorbikes circulating in the remaining provinces and cities. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.

The emission control levels are as follows:

Motorbikes manufactured before 2008: apply Level 1 - The largest permitted limit of emissions prescribed in the National Environmental Technical Regulation on emissions of motorbikes and mopeds in circulation in Vietnam.

Motorbikes manufactured from 2008 to 2016: apply Level 2.

Motorbikes manufactured from 2017 to June 30, 2026: apply Level 3.

Motorbikes manufactured after July 1, 2026: apply Level 4.

Motorbikes manufactured before 2016: apply Level 1.

Motorbikes manufactured from 2017 to June 30, 2027: apply Level 2.

Motorbikes manufactured from July 1, 2027: apply Level 4.

Motorbikes and mopeds circulating in Hanoi and Ho Chi Minh City must meet the regulations on emissions of Level 2 or higher, as of January 1, 2032.
