Proposal to assign the Ministry of Construction to conduct a surprise inspection of motorbike emission inspection activities

According to the draft, the Ministry of Construction will be assigned the task of periodically and suddenly inspecting motorbike emissions.

Article 5 of the draft Decision of the Prime Minister stipulates the roadmap for applying national technical regulations on emissions of motorbikes and mopeds (motorbikes) circulating in Vietnam for implementation.

Accordingly, the units are assigned the following tasks:

Ministry of Agriculture and Environment:

Guidelines for organizing the implementation of this roadmap.

Develop and promulgate national technical regulations on emissions of motorbikes and mopeds in circulation in Vietnam, including regulations on the largest allowable limits of motorbike emissions to ensure effectiveness in accordance with the prescribed roadmap.

Based on the actual situation, continue to research and develop regulations to increase emissions of motorbikes in circulation in Vietnam and expand the subjects of application to submit to the Prime Minister for announcement of the next roadmap.

Ministry of Construction:

Preside over the organization of inspection and certification of motorbikes meeting the emission levels prescribed in this Decision; supervise emission inspection facilities complying with emission levels in inspection, certification of technical safety and environmental protection.

Chair and coordinate with the Ministry of Agriculture and Environment and the Ministry of Public Security to organize periodic and surprise inspections of motorbike emission inspection activities.

Implement activities to disseminate and disseminate to the community about motorbike emission inspection activities.

Ministry of Industry and Trade:

Ensure the supply of fuel for motorbikes in accordance with the roadmap for applying emission levels specified in this Decision.

Ministry of Science and Technology:

Research and review national technical regulations on fuels to amend and supplement in accordance with the roadmap for applying emission levels prescribed in this Decision.

Review regulations on recognition and designation of the organization of inspection and standardization of emission measuring devices according to the provisions of the law on measurement to amend and supplement in accordance with the roadmap for applying emission levels prescribed in this Decision.

Ministry of Public Security:

Direct and guide local police forces to conduct inspections and control motorbikes participating in traffic in compliance with the emission levels prescribed in this Decision; handle cases of violations of emission regulations according to regulations.

Ministries, ministerial-level agencies, and agencies under the Government: based on their functions and tasks, coordinate with the Ministry of Agriculture and Environment and the Ministry of Construction in implementation.

People's Committees of provinces and centrally run cities:

Coordinate with Agriculture and Environment and the Ministry of Construction to organize the implementation of this Decision.

Based on economic and social conditions and local environmental protection requirements, issue separate regulations on low-emission areas and zones or limit the circulation of road motor vehicles; stipulate a roadmap for applying local emission levels in a more strict direction than the emission levels specified in this Decision, in accordance with the provisions of the Law on Environmental Protection and the Law on Road Traffic Order and Safety.
