Accordingly, the Ministry of Transport is drafting the National Technical Regulation on automobiles, trailers, and semi-trailers participating in road traffic. The regulation is expected to take effect from January 1, 2025.
Regarding the standards for inspection of front lights (high beam, low beam) as follows:
Status and activity
The testing method is to turn the lights on and off and observe, combined with shaking by hand.
Evaluation criteria, quantity, type and installation location are correct with technical documents; firmly installed, not broken.
The light color of both side lights must be white or yellow.
Lenses and reflectors are not cracked.
Lights up when the switch is turned on.
The light standards of high beam lights (headlights) are as follows:
The testing method is to use a lamp measuring device: place the measuring chamber in the center of the front of the vehicle, at a distance according to the manufacturer's instructions, adjust the measuring chamber parallel to the front of the vehicle; push the measuring chamber to the lamp to be tested and adjust the measuring chamber to the center of the lamp to be tested; turn on the lamp while the vehicle is running, press the measuring button and record the result.
Evaluation criteria: The largest bright spot is below the 1% horizontal line and above the -3% horizontal line.
The largest highlight should not be more than 3.5% off the vertical line and -1.7% off the vertical line.
Luminous intensity must be greater than 10,000 cd.
The light standards of low beam headlights are as follows:
Testing method, using light measuring device: adjust the position of the measuring chamber, turn on the light while the car is running, press the measuring button and record the result.
Evaluation criteria, the protruding part of the light beam is on the right side in the direction of vehicle advance.
The intersection of the horizontal dark-light boundary line on the left and the protruding part of the light beam must not deviate to the left of the vertical line by 0% or to the right of the vertical line by 3%.
For lamps with an installation height not greater than 850 mm from the ground: the horizontal dark-light boundary line on the left must not be above the -0.5% horizontal line or below the -3% horizontal line.
For lamps with an installation height greater than 850 mm from the ground: the horizontal dark-light boundary line on the left must not be above the -1.0% horizontal line or below the -3.5% horizontal line.
Standards for inspection outside the inspection facility
Testing method. Turn on the high beam, low beam, then shine it on a flat surface to identify the direction of the light beam.
Evaluation criteria
The light beam must not be completely deviated, the light source must be installed correctly for near or far illumination.
