In October 2025, the Ministry of Construction submitted a draft Decree amending and supplementing a number of articles of Decree No. 160/2024/ND-CP dated December 18, 2024 of the Government regulating driver training and testing activities.
Article 3 of the draft amends and supplements a number of points and clauses on the Conditions on technical facilities. In which, the regulations on driving practice vehicles are as follows:
The training institution must have a driving practice vehicle of the classes allowed for training, under the legal use of the driving training institution; and be granted a driving practice vehicle license by a competent authority.
Driving practice vehicles of all classes must use vehicles corresponding to the driving license class prescribed in Clause 1, Article 57 of the Law on Road Traffic Order and Safety.
In which: Class B driving practice vehicles include vehicles using automatic gear shifting (including electric cars) or mechanical gear shifting (land number); Class C1, C, D1, D2, D, BE, C1E, CE, D1E, D2E and DE driving practice vehicles using mechanical gear shifting (land number);
Driving practice vehicles are equipped with 02 "T'P LAI" signs before and after the vehicle according to the model specified in Appendix I attached to this Decree; have an auxiliary brake system installed to ensure braking performance, arranged on the seats of teachers teaching practical driving; driving practice vehicles on traffic routes have equipment to monitor the time and distance of learning practical driving by students; truck driving practice vehicles with rain and sun-shelved covers, and seats for students.
Three-wheeled motorbikes used as driving practice vehicles for people with disabilities are three-wheeled motorbikes for people with disabilities that have been issued a vehicle registration certificate and license plate by a competent authority.
b-class cars with automatic numbers can be used as a driving practice vehicle for people with right foot or right hand or left hand; b-class cars with automatic numbers used as a driving practice vehicle for people with disabilities in addition to meeting the requirements in Point a and Point c of this Clause must also have a suitable structure so that the remaining arms and legs of the disabled person can both keep the steering wheel and easily control the vehicle, need to remove the turn signal, lighting, rain, brake forceps, brake brakes, brake pedals, accelerators in all situations when driving according to the design function of the car manufacturer or have a certificate of motor vehicle renovation issued by a competent authority to confirm the vehicle's control system is suitable for people with disabilities to drive safely.
