According to the Law on Road Traffic Order and Safety 2024 passed by the National Assembly on June 27, 2024, effective from January 1, 2025, driving licenses are issued to those who take the driving test with satisfactory results.
Accordingly, a person with a driving license can exchange or reissue a driving license in cases of loss, damage, or unusability, before the expiration date stated on the driving license, change of information stated on the driving license, a foreign driving license issued by a competent authority of a foreign country that is still valid, a driving license issued by the Ministry of National Defense or the Ministry of Public Security upon request, or the person granted the license is no longer performing defense or security duties.
Encourage the conversion of unlimited driving licenses issued before July 1, 2012 to driving licenses in accordance with the provisions of this Law.
The 2024 Law on Road Traffic Order and Safety also stipulates that driving licenses shall not be granted, exchanged, or re-granted to those who violate the law on road traffic order and safety when they have not yet completed the request of a competent State agency to resolve administrative violations in the field of road traffic order and safety.
