Mr. Le Xuan Thang, living in Nam Tu Liem, Hanoi, said that he will take the B1 driver's license exam from 2022 (according to the provisions of the 2008 Road Traffic Law, a B1 driver's license is issued to people who do not work as drivers and are allowed to drive the following types of vehicles: passenger cars with up to 9 seats; trucks, including specialized trucks, with a design load of less than 3,500 kg).
However, recently, when he read the Law on Road Traffic Safety, he learned that from 2025, class B1 driving licenses will not be issued to car drivers (According to the Law on Road Traffic Safety, there will be 15 classes of driving licenses, of which class B1 driving licenses are issued to drivers of three-wheeled motorbikes and vehicles specified for class A1 driving licenses).
Mr. Thang wondered, can a B1 driver's license drive a car after 2025?
Sharing the same concern as Mr. Thang, Mr. Truong Tung asked on the Ministry of Public Security electronic information portal: I have a driver's license that was issued before the Law on Road Traffic Order and Safety was issued. If I need to change my driver's license, how should I do it?
Responding to this issue, the Ministry of Public Security said that the Law on Road Traffic Order and Safety stipulates that in some cases, people with a driving license that was issued before the effective date of this Law (January 1, 2025) who need to change or reissue a driving license must do the following:
A class A1 driving license can be changed or reissued to a class A driving license with the restriction that it can only be used to drive two-wheeled motorbikes with a cylinder capacity of less than 175cm3 or with an electric motor capacity of less than 14 kW;
Class A2 driving license is changed and reissued to Class A driving license.
Class A3 driving license is changed and reissued to class B1 driving license.
Class A4 driving license is changed and reissued to a certificate for driving specialized motorbikes for drivers of tractors with a load capacity of up to 1,000 kg and a certificate of training in road traffic law knowledge for drivers of specialized motorbikes.
A Class B1 automatic driving license can be changed or reissued to a Class B driving license with the restriction that it can only be used to drive automatic cars.
Class B1 and B2 driving licenses can be changed or reissued to Class B or Class C1 driving licenses and specialized motorcycle driving certificates for tractor drivers with a load capacity of up to 3,500 kg.
Along with that, Article 57 of this Law also stipulates that Driving Licenses include the following categories:
Class A1 is granted to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125cm3 or an electric motor capacity of up to 11kW.
Class A is granted to drivers of two-wheeled motorbikes with a cylinder capacity of over 125cm3 or an electric motor capacity of over 11kW and the types of vehicles specified for class A1 driving licenses.
Class B1 is granted to drivers of three-wheeled motorbikes and vehicles specified for class A1 driving license.
Class B is granted to drivers of passenger cars with up to 8 seats (excluding the driver's seat); trucks and special-purpose cars with a total designed weight of up to 3,500 kg; types of cars specified for Class B driving licenses pulling trailers with a total designed weight of up to 750 kg.
According to the above regulations, those who are granted a driving license (class B1, B2) after 2025 can change their car driving license (class B). People should note that automatic class B1 driving licenses can be changed and reissued to class B driving licenses with the restriction that they can only drive automatic cars.
