Circular No. 35/2024/TT-BGTVT regulates training, testing, and granting of driving licenses; issuance and use of international driving licenses; training, testing, and granting of certificates of training in road traffic law knowledge. The Circular takes effect from January 1, 2025.
The driving learner's profile according to the new regulations is as follows:
First-time driving learners prepare a set of documents, submit them directly to the training facility and take a photo to store directly in the driver's license database.
The profile includes:
Application for study and testing to obtain a driver's license according to the prescribed form.
Certified copy or electronic copy of the original or electronic copy issued from the original of one of the following documents: temporary residence card, permanent residence card, diplomatic identity card, official identity card (for foreigners).
Forklift driver trainees prepare a set of documents, submit them directly to the training facility and take a photo to store directly in the driver's license database. The documents include:
Documents specified in Clause 1 of this Article;
Copy of junior high school diploma or equivalent or higher in case of upgrading driving license to classes D1, D2 and D (present copy with original for comparison or certified copy or certified electronic copy from original or electronic copy from original book).
Declaration of safe driving time according to prescribed form.
Ethnic minorities who cannot read or write Vietnamese and want to learn to drive a class A1 motorbike must prepare 1 set of documents and submit them directly to the training facility.

The driver's health certificate is issued by a qualified medical examination and treatment facility according to the provisions of law on medical examination and treatment.
