The Law on Road Traffic Order and Safety takes effect from January 1, 2025. Article 62 of the Law stipulates the issuance, exchange, re-issuance and revocation of driving licenses.
Accordingly, the law stipulates that driving licenses shall not be granted, exchanged, or re-granted to violators of laws on road traffic order and safety when such persons have not yet completed the request of competent state agencies to resolve administrative violations in the field of road traffic order and safety.
Article 62 also stipulates that a driving license is issued to a person who takes the driving test with satisfactory results.
A person with a driving license can have his/her driving license changed or reissued in the following cases:
Lost driver's license.
A damaged driver's license is no longer valid.
Before the expiration date stated on the driver's license.
Change information on driver's license.
Foreign driving license issued by a competent foreign authority and still valid.
Driving licenses are issued by the Ministry of National Defense or the Ministry of Public Security upon request or when the holder is no longer on defense or security duty.
The Law on Traffic Order and Safety encourages the conversion of unlimited driving licenses issued before July 1, 2012 to driving licenses in accordance with the provisions of this Law.
A driver's license is revoked in one of the following cases:
The person granted a driving license does not meet the health requirements according to the conclusion of the medical examination and treatment facility for each driving license class.
Driving license issued in violation of regulations.
The driver's license has expired the period of temporary detention or the statute of limitations for executing the decision to handle administrative violations according to the provisions of the law on handling administrative violations if the violator does not come to receive it without a valid reason.
