The Ministry of Agriculture and Environment submitted a draft Decision of the Prime Minister stipulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds (motorbikes) circulating in Vietnam.
The time to start implementing the emission inspection of motorbikes in circulation is as follows:
From January 1, 2027, motorbikes will be circulating in the area of 2 centrally-run cities, including Hanoi and Ho Chi Minh City.
From January 1, 2028, motorbikes will circulate in the remaining 4 centrally-run cities, including Hai Phong city, Da Nang city, Can Tho city and Hue city.
From January 1, 2030 for motorbikes circulating in the remaining provinces and cities. Depending on the actual situation, these provinces and cities can regulate the application of the deadline earlier.
Sharing about the viewpoint of guiding the development of the roadmap, the Ministry of Agriculture and Environment said that it will prioritize the application in areas at risk of serious air pollution: research and pilot implementation in large cities (such as Hanoi, Ho Chi Minh City...).
Before expanding nationwide, the authorities will combine with technical support solutions, communication and preferential policies.
Closely combine emission control with promoting clean vehicles: in parallel with controlling and eliminating vehicles that do not meet emission standards, it is necessary to encourage people to switch to green vehicles such as electric motorbikes and vehicles using environmentally friendly technology.
The drafting unit also expressed its viewpoint that policies to protect people's health and the living environment are a top priority. Control of emissions from motorbikes must be placed in the overall goal of environmental protection, improving urban air quality and improving public health.
Implement the roadmap carefully, feasibly, with appropriate phases. The application roadmap needs to fully calculate the socio-economic impact, avoiding major disruptions to people's lives and production and business activities, especially the low-income group dependent on motorbikes.
Ensure social consensus and support people in the implementation process. There needs to be an appropriate support mechanism such as technical support for testing, support for converting vehicles, and communication to raise awareness to create high consensus from society, people and the community.
