The Ministry of Agriculture and Environment submitted a draft Decision of the Prime Minister stipulating the roadmap for applying national technical regulations on emissions of motorbikes and mopeds (motorbikes) circulating in Vietnam.
According to the draft, Hanoi and Ho Chi Minh City will apply it earlier and more strictly. Details are as follows:
From January 1, 2027, motorbike emission inspection will be applied to motorbikes circulating in the area of 2 centrally-run cities, including Hanoi City and Ho Chi Minh City (HCMC).
By January 1, 2032, motorbikes circulating in Hanoi and Ho Chi Minh City must meet the regulations on emissions of level 2 or higher.
Assessing the application of level 2 motorbike emission standards in these two cities, the Ministry of Agriculture and Environment pointed out some negative impacts as follows:
This policy will affect people with vehicles that only reach level 1, especially vehicles manufactured before 2008, which may be forced to be eliminated or replaced if they do not meet standards.
This policy can also generate vehicle waste if the recovery and recycling are not implemented and met in parallel, leading to secondary pollution or loss of recycling resources.
The Ministry of Agriculture and Environment expressed concern that vehicles that do not meet level 2 in Hanoi and Ho Chi Minh City may move to neighboring provinces that have not yet applied, causing local pollution.
However, applying higher emission standards in the two major cities in 2032 will have many positive impacts.
The policy contributes to improving the protection of public health, continuing to reduce the rate of respiratory and cardiovascular diseases due to air pollution in densely populated areas and high population density.
Improve the effectiveness of motorbike emissions control in two major cities with the highest density of vehicles and air pollution in the country, especially in the context that at that time Ho Chi Minh City had expanded its merger with Binh Duong and Ba Ria - Vung Tau provinces. Thereby significantly improving the quality of the air environment in the two major cities.
The policy strongly promotes the process of replacing old, outdated vehicles with standard vehicles or electric vehicles.
