On January 25, Mr. Nguyen Quang Son - Head of the Department of Transport, Vehicles and Drivers Management, Ha Tinh Department of Transport - said that the People's Committee of Ha Tinh province has just sent a document to this Department directing some contents related to software errors in issuing and exchanging driver's licenses.
According to the People's Committee of Ha Tinh province, the software system for issuing and exchanging driving licenses of the Ministry of Transport is having errors and has not yet been fixed or processed.
Therefore, the Ha Tinh Department of Transport is requested to widely notify the people, organizations and individuals about the software system error in issuing and changing driving licenses.
Strengthen propaganda work so that people clearly understand the legal regulations related to the issuance and renewal of driving licenses, especially the renewal period of driving licenses to limit people from renewing their driving licenses when the expiration date is still long.
Responsible for handling cases that come to carry out driver's license exchange procedures when the software system is faulty when the software system is back to normal operation.
Timely report and propose to the Ministry of Transport and the Vietnam Road Administration to urgently fix the software system and related solutions and contents to handle problems in the process of granting and exchanging driving licenses for people to ensure compliance with regulations and not affect the legitimate rights of the people.
Previously, Lao Dong reported that, in order to implement the Law on Road Traffic Safety and Order, from January 2, 2025, the Ha Tinh Department of Transport has organized the receiving of applications for changing driving licenses according to the new law.
However, the implementation process encountered many difficulties due to errors in the operating software system. This is a common situation of many Departments of Transport across the country.
From January 2 to January 20, the functional department of the Ha Tinh Department of Transport received 1,085 direct applications and 341 fully online applications (level 4), but so far, only 701 directly exchanged driving licenses and 83 online exchanged driving licenses have been returned.
There were 95 online change applications received but lost in the digital environment, leading to many applications that had been paid for on the national public service system but did not dare to receive them on the driver's license management software.
Regarding this incident, the Ha Tinh Department of Transport has reported to the Vietnam Road Administration for resolution. However, up to now, after many times of contacting the Vietnam Road Administration to update the new versions, the error continues.
While the software for issuing and renewing driver's licenses directly and online is not yet complete, the Ha Tinh Department of Transport requests the Ministry of Transport and the Ha Tinh Provincial People's Committee to stop issuing and renewing driver's licenses from January 22 until the software is completed.
Ha Tinh Department of Transport proposed to automatically extend expired driving licenses during the suspension of issuance and renewal.
For received driving licenses that are not printed correctly, it is recommended that the Ministry of Public Security allow people to use appointment papers as driving licenses until the software is fixed and the driving licenses can be printed.
