On the morning of January 22, Mr. Nguyen Quang Son - Head of the Department of Transport, Vehicles and Drivers Management of the Ha Tinh Department of Transport - said that due to a software error in issuing and renewing driver's licenses, the Ha Tinh Department of Transport is currently confused and stuck in whether to continue accepting applications for issuing and renewing driver's licenses for people or not. Because of the slow acceptance and inability to resolve the issues, people are upset.
According to Mr. Son, implementing the Law on Road Traffic Safety, from January 2, 2025, the Ha Tinh Department of Transport has organized to receive applications for issuing and renewing driving licenses according to the new law. However, the implementation process encountered many difficulties due to errors in the processing software system. This is a common situation of many departments of transport across the country.
From January 2 to January 20, the functional department of the Ha Tinh Department of Transport received 1,085 direct applications and 341 fully online applications (level 4), but so far, only 701 directly exchanged driving licenses and 83 online exchanged driving licenses have been returned.
There are 95 online change applications that have been received but lost in the digital environment (currently unknown whereabouts), leading to many applications that have been paid for on the national public service system but dare not be received on the driver's license management software.
The Ha Tinh Department of Transport has reported the incident to the Vietnam Road Administration for resolution. However, up to now, after many times of contacting the Vietnam Road Administration to update the new versions, the error continues.
Currently, the Ha Tinh Department of Transport has requested the Ministry of Transport to direct the Vietnam Road Administration to urgently supplement and edit the software for issuing and exchanging driving licenses directly and online, and coordinate with the Departments of Transport to find measures to promptly fix and handle received driving licenses that are faulty or lost in the digital environment.
While the software for issuing and renewing driver's licenses directly and online is not yet complete, the Ha Tinh Department of Transport requests the Ministry of Transport and the Ha Tinh Provincial People's Committee to stop issuing and renewing driver's licenses from January 22 until the software is completed.
For driving licenses expiring during the suspension period, they will be automatically renewed until the software is completed.
For received driving licenses that are not printed correctly, it is recommended that the Ministry of Public Security allow people to use appointment papers as driving licenses until the software is fixed and the driving licenses can be printed.
According to Mr. Son, the request to temporarily stop issuing and exchanging driver's licenses has not been responded to by the People's Committee of Ha Tinh province. Therefore, the Department is also confused about whether to accept applications for issuing and exchanging driver's licenses for people or not when the software is having errors and will not be able to print and return driver's licenses correctly and on time.
