On July 26, information from the Bac Ninh Provincial Department of Construction said that this agency has issued Official Dispatch No. 6309/SXD-VTATGT on strengthening the assurance of traffic order and safety in automobile transport business activities in the province.
The document was issued to implement the direction of the Ministry of Construction, in the face of the traffic accident situation on roads, especially expressways, which has become complicated recently.
The Department of Construction requests transport business units, registration facilities and driver training facilities in the province to seriously and synchronously implement a number of solutions.
For automobile transport business units: Units must strengthen the management of vehicles and drivers, fully review dossiers, driver's licenses, health certificates; only arrange drivers who meet the conditions according to regulations. At the same time, instruct drivers to strictly comply with regulations on speed and driving time, absolutely do not use alcohol, beer, or stimulants when driving vehicles.
Regarding vehicles, units need to fully implement inspection and maintenance regimes, especially braking systems, steering systems, tires and safety equipment; do not put vehicles that have expired inspection or do not meet technical standards into operation.
The Department also requests to continuously maintain the operation of journey monitoring devices and driver monitoring cameras, promptly detect and handle violations of speed, driving time, and journey. For passenger transport, it is necessary to ensure carrying the correct number of people, on the correct route, not picking up and dropping off passengers on the highway; not creating pressure on revenue and time causing drivers to violate traffic safety.
Motor vehicle registration facilities must strictly implement procedures and technical regulations, ensuring objective and accurate inspection; strengthen inspection quality control for transport business vehicles, especially passenger vehicles.
Resolutely not to issue inspection certificates for vehicles that do not meet technical safety and environmental protection standards, and at the same time coordinate to provide information on vehicle inspection status when requested by functional agencies.
Training institutions must organize teaching according to the correct program and content, without reducing theoretical and practical learning time; strengthen equipping students with safe driving skills on highways, mountain passes, and handling emergencies.
At the same time, strictly manage the teaching staff and driving training vehicles, resolutely preventing the situation of formal training and legalizing dossiers.
The Department of Construction of Bac Ninh province will strengthen the inspection of compliance with the above regulations; in case violations are detected, they will be handled or proposed to competent authorities to handle them strictly according to the provisions of law.
