According to data from the Housing and Real Estate Market Management Department (Ministry of Construction), in 2025, the whole country completed more than 103,000 social housing units, reaching 103% of the set plan.
In the first 6 months of 2026, the whole country completed 96 projects with 27,676 units. At the same time, 62 new social housing and rental housing projects were started with a scale of 65,605 units, including 17 rental housing projects with a scale of 9,064 units.
Accumulated to date, the whole country has 875 social housing projects being implemented with a scale of 771,971 units. Of which, 289 projects have been completed with 197,319 units; 270 projects have been started and are being implemented with 269,409 units; 316 projects have been approved for investment policy with a scale of 305,243 units.
The Ministry of Construction said that the number of projects that have been completed, started and approved for investment policy by 2026 will reach about 77% of the target of the Project to invest in building at least 1 million social housing apartments by 2030.
Implementing Resolution No. 33/NQ-CP dated March 11, 2023 of the Government on a number of solutions to remove obstacles and promote the safe, healthy, and sustainable development of the real estate market, the preferential credit program of 120,000 billion VND for investors, buyers of social housing, worker housing and projects to renovate and rebuild old apartment buildings, currently has 9 commercial banks registered to participate with a total amount of 145,000 billion VND.
According to a report by the State Bank of Vietnam, as of January 31, 2026, banks have committed to lend nearly 20,500 billion VND. The disbursement volume of the program reached 8,293.7 billion VND, an increase of 693.5 billion VND compared to the end of 2025. Of which, 6,934.2 billion VND was disbursed to investors in 49 projects and 1,359.5 billion VND to homebuyers in 35 projects.
The outstanding debt of the program reached 6,602.9 billion VND, including 5,337.4 billion VND for investors and 1,265.5 billion VND for homebuyers. The program for young people under 35 years old to borrow to buy social housing alone has disbursed about 252.7 billion VND, with outstanding debt reaching 239.1 billion VND.
Mr. Ha Quang Hung - Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) - said that besides developing commercial housing according to market mechanisms, the Party and State have promoted the development of social housing and worker housing in recent times to support low-income people to have stable housing conditions, when they themselves are unlikely to be able to create their own housing.
The legal corridor for social housing development has basically been completed in a synchronous and open direction, with many support policies to encourage businesses to participate in investment such as land use fee exemption, value-added tax exemption and reduction, corporate income tax, technical infrastructure investment support inside and outside the project, as well as preferential loans with low interest rates.
In particular, after Resolution No. 201/2025/QH15 dated May 29, 2025 on piloting a number of specific mechanisms and policies for social housing development and guiding decrees were issued, many bottlenecks in planning, land, and construction investment have been removed, contributing to reducing and reforming administrative procedures and creating conditions to implement the goal of investing in building at least 1 million social housing units by 2030.
