Building a highway requires designing a residential road next to it for motorbikes

Many people believe that when building a highway, it is necessary to design a suitable network of residential roads to serve motor vehicles, including motorbikes.

Currently, people mainly use motorbikes to travel. Meanwhile, the highway prohibits motorbikes from entering. Therefore, when building the highway, people really need the residential roads next to it to be able to use this means of transport.

Recently, An Giang voters suggested that when investing in the construction of highways in general and the Chau Doc - Can Tho - Soc Trang highway in particular, it is necessary to design and build residential roads to serve people's convenience in traveling and circulating.

"At the same time, strengthen inspection and supervision of key traffic works to ensure the quality of the works is sustainable and long-term," voters suggested.

Responding to this issue, the Ministry of Transport said that regarding the design and construction of residential roads, expressways in general and Chau Doc - Can Tho - Soc Trang expressway in particular are traffic works for motor vehicles, with a median strip dividing the road for vehicles to travel in two separate directions; not at the same level as other roads.

Therefore, when the highway is completed, it will be divided and affect the lives, activities, production, and travel needs of the community living along both sides of the road.

Therefore, in the process of preparing for investment in the Chau Doc - Can Tho - Soc Trang Project and other expressways, the Ministry of Transport and the localities assigned to be the project investment management agencies have directed investors and design consultants to survey and carefully study the current status of the routes and people's living conditions in the area, determine the scope of arranging connecting roads for people, return roads, underpasses for people, and overpasses; at the same time, negotiate and reach an agreement with local authorities as a basis for completing the feasibility study report, ensuring compliance with the planning, reasonable arrangement, meeting the needs, current exploitation status, and compliance with technical standards.

Regarding the Chau Doc - Can Tho - Soc Trang expressway, implementing the direction of the Prime Minister in Notice No. 335/TB-VPCP dated July 19, 2024, the Ministry of Transport issued Document No. 8261/BGTVT-CDCTVN requesting localities to continue to review and carefully assess the current status of the traffic network in the area and the plan to connect people via the expressway approved in the project (receiver roads, underpasses, overpasses, etc.).

Thereby, it is recommended that units propose additional works to ensure connectivity to serve people in the area to meet the travel, living and production needs of people on both sides of the highway.

Regarding the inspection and supervision of key traffic works to make strategic breakthroughs in infrastructure development, especially traffic infrastructure, the Ministry of Transport and localities are currently implementing many traffic infrastructure construction projects nationwide, including key and important national expressway projects in the Mekong Delta region (such as the project: North-South expressway, Eastern section Can Tho - Ca Mau, Chau Doc - Can Tho - Soc Trang expressway...).

Determining that construction quality is always the most important factor, recently, the Prime Minister and the Minister of Transport have issued many Directives, Official Dispatches, and documents directing investors and relevant agencies to strengthen the management of quality and progress of investment projects in construction of transport infrastructure.

As the Ministry managing the sector, recently, the Ministry of Transport has coordinated with the State Inspection Council on construction acceptance and localities to strengthen the inspection of construction implementation at transport infrastructure projects, especially key and important national highways to ensure quality and progress as required.

In response to voters' opinions, in the coming time, the Ministry of Transport will continue to coordinate with localities, investors and relevant agencies, continue to strengthen inspection and supervision of investment implementation of key and important national expressways (including Chau Doc - Can Tho - Soc Trang expressway) to ensure quality and progress as required, ensuring publicity, transparency and efficiency.
