Implementing Project 06 of the Government on developing applications for population data, identification and electronic authentication to serve national digital transformation, the Traffic Police Department (CSGT) - Hanoi City Police has actively implemented many innovative solutions in vehicle registration and management.
Previously, vehicle registration procedures were done manually, people had to go directly to the registration agency to declare paperwork, waiting for processing for many days. This process has many potential problems such as information errors, requests to edit or re-make documents.
Since the implementation of Project 06, the vehicle registration work at the Road Motor Vehicle Registration and Management Team, Traffic Police Department has been fully digitized. Thereby, people can proactively register their vehicles online, more conveniently and effectively.
Register a vehicle online on the Public Service Portal
People can register their vehicles for the first time at: https://dichvucong.bocongan.gov.vn.
Procedures include: Declaring vehicle and vehicle owner information, paying registration fees, paying vehicle registration fees, selecting license plates, registering for an appointment to receive results... After completing the online application, people can choose one of two ways to receive results:
(1) Receive directly at the receiving facility
People come to the reception facility of the Vehicle Registration and Management Team to receive the results (no need to bring the vehicle for inspection), along with the following documents:
- For domestically manufactured and assembled vehicles: Factory quality inspection certificate and copy of engine number and chassis number stamped by the manufacturing facility.
- For imported vehicles: Certificate of technical safety and environmental protection quality (or notice of exemption from quality inspection), with copy of engine number, chassis number stamped by the importing unit.
(2) Receive results by post
The application will be sent to the registered address via postal service. People need to submit complete documents as in the form of direct receipt to complete the procedures.
The digitalization of the entire vehicle registration process has brought about some benefits such as: people reducing waiting time, limiting travel, proactively declare information, limiting errors; competent authorities improving management efficiency, promptly detecting violations, handling quickly on the electronic data platform...
From May 15, 2025 to present, the Traffic Police Department, Hanoi City Police has received and processed 1,538 new registration records (including 751 cases of complete online submission), 1,653 cases of transfer; 2,090 cases of revocation of registration and license plate; 914 cases of issuance, exchange of registration, license plate, renovation and re-issuance of documents.
The effective implementation of digital transformation in the field of vehicle registration and management not only contributes to reforming administrative procedures, but also clearly demonstrates the efforts of the Capital Police force in applying technology, improving the quality of service to people, towards a modern, transparent administration, taking people as the center.
