Currently, the procedure for first-time vehicle registration is carried out according to Article 14 of Circular 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes (the document takes effect from January 1, 2025). Circular 13/2025/TT-BCA regulating the amendment of Circulars on road, railway and inland waterway traffic order and safety (effective from March 1, 2025).
Accordingly, the procedure for first-time vehicle registration for assembled and imported vehicles using the full online public service for Vietnamese citizens is as follows:
The vehicle owner must register to use the postal service to receive the vehicle registration certificate and license plate and submit the application according to regulations to the vehicle registration agency.
The owner of the vehicle performs the number plate on the public service portal or on the national identification application as prescribed and receives the notice of the license plate and the amount to pay the vehicle registration fee via phone message or email address or on the national identification application.
After successfully paying the vehicle registration fee, the public service portal and the national identification application notify the vehicle owner of the completion of the fee payment.
Vehicle registration officers shall receive the first online registration application submitted from the public service portal, the national identification application moved to the vehicle registration system to check and adjust the vehicle registration data (not to perform the actual inspection of the vehicle, scrub the engine frame, the number of cars, take photos of the car as prescribed); print vehicle registration certificate, vehicle registration certificate; submit to competent leaders for approval, signing vehicle records, vehicle registration certificates and related documents; Stamp the car records. Payment of vehicle registration certificates, license plates (Stamping to identify the license plate of the car auction or the license plate stamp using clean energy, green energy, environmentally friendly as prescribed) for the car owner through postal service or directly at the vehicle registration agency.
Vehicle owners must submit documents as prescribed when receiving vehicle registration certificates and license plates. In case the vehicle owner does not submit or the information of the engine scrub, the frame number provided incorrectly with the information declared, the car owner must take the car to the vehicle registration agency to check and receive the vehicle registration results.
Car registration staff received the dossier as prescribed to check and compare with data on the registration system, manage the vehicle, sign the confirmation to check and compare on the engine number, the number of the car's frame to save in the vehicle registration file; Scan the phone number, the frame number of the vehicle and upload it to the vehicle registration system.
The procedure for vehicle registration using online public services is partly as follows:
The owner of the vehicle declares the vehicle registration certificate as prescribed, receives the online vehicle registration code, the appointment schedule is notified by the public service portal via telephone message or via email address to carry out the procedure for vehicle registration; Take the car to the vehicle registration agency to check, provide the vehicle registration dossier and submit the prescribed papers to the vehicle registration agency; Register to use public postal service to receive certification of vehicle registration, license plate.
After the vehicle registration officer checks the vehicle documents and the vehicle is actually valid, the license plate will be issued according to the following regulations:
Issuing a new license plate for cases where the vehicle owner has not been issued an identification license plate or already has an identification license plate but is registering for another vehicle.
Issuing an identification license plate for vehicle owners whose identification license plate has been revoked since August 15, 2023.
In case the vehicle or vehicle documents do not comply with regulations, the documents must be supplemented and completed according to the instructions of the vehicle registration officer in the documents instructions.
The car owner receives an appointment to return the results, submit the vehicle registration fee and receive the license plate (in case of being granted a new license plate or in case the owner of the vehicle proposes to reuse the former number plates that have been revoked, if the vehicle registration agency has not destroyed such license plate as prescribed).
The vehicle owner receives the results at the vehicle registration agency or via postal service.
Vehicle registration procedures directly at the vehicle registration agency:
The vehicle owner must declare the vehicle registration certificate, take the vehicle to the vehicle registration agency for inspection and submit the documents and comply with regulations.
Thus, the regulation on the procedure for initial vehicle registration is implemented from January 1, 2025. On March 1, 2025, when there were no more district police, this procedure was basically kept the same. The new Circular only adds a method of returning vehicle documents to vehicle owners. If before, the authorities only returned the vehicle registration results by post. From March 1, there will be an additional method of receiving directly at the vehicle registration agency.
