At the International Conference "Motorcycle Traffic Safety: Challenges and Lessons Learned" held on November 4, Director of the Traffic Police Department Nguyen Van Trung emphasized that in recent times, traffic police have been persistent and determined in handling violations of alcohol concentration, working through the night and on holidays with the motto "no forbidden zones, no exceptions" to form a cultural habit of "if you drink alcohol, do not drive".
Alcohol concentration violations are one of the most common violations committed by motorcyclists.
With such drastic solutions, the traffic safety situation has had many important changes. However, the risk is always present, requiring continued research to have synchronous solutions.
"If we do not act, the challenge will grow, not only 60% of traffic accidents involving motorbikes but also possibly increase even higher when the law enforcement of motorbike and scooter drivers is not improved and the speed of increase of these vehicles is not limited," the Director of the Traffic Police Department emphasized.
To overcome the limitations in the management of motorbikes, in the Law on Road Traffic Safety and Order, the presiding agency has proposed a number of new regulations.
Accordingly, modernizing the traffic command center; ensuring connection and sharing of database on road traffic safety and order among relevant State management agencies. This is a new point in the State's policy on ensuring road traffic safety and order.
Along with that are regulations on the construction and application of information technology in State management of security, order, and road traffic safety, from the management of technical safety of vehicles, vehicle operations to the management of drivers, especially the management of law compliance of vehicle drivers, such as driving license points...
Policy on developing public transport, limiting personal transport, prioritizing the conversion of vehicles using fossil fuels to vehicles using electricity, green energy, environmentally friendly, and infrastructure providing clean energy.
The policy of educating students about the law on road traffic safety and order, and guiding students on safe motorbike driving skills at high schools and vocational training institutions. Currently, the country has about 4 million children and students aged 16-18, and the conditions and reality of their use of motorbikes are very common. The law stipulates that the traffic police force coordinate with educational institutions to guide students on safe motorbike driving skills, which is a regulation aimed at the safety of the country's future generations and to better manage children's compliance with the law on traffic safety and order.
Mr. Trung added that the police force is focusing on ensuring the safety of students, handling about 80,000 cases during the peak period alone. It is necessary to focus on handling because this is a vulnerable group, focusing on guidance and education when handling.
These issues need communication and orientation. When there are systematic solutions, there will be a generation of students who obey traffic laws better, reducing accidents.
Mr. Trung emphasized that these regulations are not only legally perfect but also the foundation for building a safe and civilized traffic society. We need consensus and cooperation from all parties, from the authorities to each citizen, to create a safe traffic environment and reduce traffic accidents involving motorbikes.
