According to the National Technical Regulation QCVN 41:2024/BGTVT on road signs, speed limit signs are divided into many different types. Common include license plate P.127 regulating the maximum allowed speed and license plate R.306 regulating the minimum allowed speed.

Sign R.306 is an order sign, requiring motor vehicles to circulate at a speed not less than the value recorded on the sign in favorable traffic conditions and ensuring safety. The placement of this sign is to avoid the situation of vehicles running too slowly causing obstruction of traffic flow, increasing the risk of congestion or accidents due to speed differences.
In addition to basic signs, the speed limit sign system also has many other forms such as nighttime maximum speed limit signs, maximum speed limit signs for each lane, for each type of vehicle or maximum speed limit signs in the area.
Not only sanctioning vehicles exceeding the prescribed speed, Decree 168/2024/ND-CP clearly stipulates the level of penalties for the act of running below the minimum speed.
For cars, drivers of vehicles running below the minimum speed on the prescribed road section will be fined from 800,000 VND to 1 million VND. In case of driving slower than cars in the same direction but not going to the right lane, they will also be fined at a similar level.
For motorbikes, the act of running below the minimum speed is fined from 200,000 VND to 400,000 VND. If driving too slowly, not going close to the right side causing traffic obstruction, the fine increases from 400,000 VND to 600,000 VND.
For specialized motorbikes, the fine for speeding below the minimum speed on the prescribed route is from 800,000 VND to 1 million VND.
In addition to fines, in some serious cases causing accidents or prolonged congestion, violators may also be deprived of the right to use their driver's license as prescribed.
In fact, functional forces have handled many cases of violations of speeding below the minimum speed limit.
The Traffic Police Department said that Highway Patrol and Control Team No. 6 once discovered a series of vehicles running below the minimum speed on the Phan Thiet - Dau Giay expressway.
Through professional technical equipment, functional forces discovered driver L.T. K (32 years old, residing in Lam Dong) driving a tanker truck below the minimum speed on the Phan Thiet - Dau Giay expressway.
Next, driver N.M. H (37 years old, residing in Ho Chi Minh City) driving a container truck on the same route was also found to have a similar violation.
In just a few hours of inspection, functional forces recorded a total of 8 cases of speeding below the minimum speed. Among them, 6 cases were recorded directly, and 2 cases were fined remotely.
The Traffic Police Department recommends that vehicle drivers when traveling on highways should pay attention to both the maximum speed and the minimum speed allowed. Driving too slowly not only violates regulations but also poses a potential risk of traffic unsafety due to disrupting high-speed traffic flow.
