Circular No. 47/2024/TT-GTVT of the Ministry of Transport stipulates the procedures for inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes; procedures for certification of technical safety and environmental protection for modified motor vehicles and modified specialized motorbikes; procedures for inspection of exhaust emissions of motorbikes and mopeds. The Circular takes effect from January 1, 2025.
Regarding the components of the inspection dossier, the first inspection exemption is as follows:
Eliminate the requirement to present the original vehicle registration receipt from a credit institution or a copy of the vehicle registration certificate certified by a financial leasing or lending institution as prescribed by law.
The Vietnam Register said this regulation was issued because there is no legal requirement for this case when conducting vehicle inspection.
The vehicle owner only needs to present the following vehicle registration documents: Original vehicle registration certificate or certified copy or certified electronic copy of the original vehicle registration certificate or original vehicle registration certificate appointment paper.
The new Circular brings back the regulation that a valid Certificate of Inspection Results must be presented (original or certified copy or certified electronic copy of the original) for: lifting equipment with a designed lifting capacity of 1,000 (kg) or more; lifting equipment with a maximum lifting height of more than 2.0 (m); tankers carrying liquefied gas, liquefied petroleum gas, compressed natural gas or liquids with a working pressure higher than 0.7 (bar) or liquids or solids in powder form without pressure but when removed, use gas with a pressure higher than 0.7 (bar) as prescribed in Decree No. 44/2016/ND-CP dated May 15, 2016 of the Government detailing a number of articles of the Law on Labor Safety and Hygiene.
"This regulation ensures that vehicle owners must comply with Decree No. 44/2016/ND-CP, and at the same time helps ensure comprehensive inspection activities when issuing technical safety and environmental protection inspection certificates for vehicles installed with equipment that has strict requirements on safety and labor hygiene," the Vietnam Register explained.
The Vietnam Register added that, in addition to the regulation on exemption from first-time inspection in Circular No. 02/2023/TT-BGTVT, Circular 47 has expanded the exemption from first-time inspection for four-wheeled motor vehicles and specialized motorbikes.
