Circular No. 47/2024/TT-GTVT of the Ministry of Transport stipulates the procedures for inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes; procedures for certification of technical safety and environmental protection for modified motor vehicles and modified specialized motorbikes; procedures for inspection of exhaust emissions of motorbikes and mopeds. The Circular takes effect from January 1, 2025.
Article 27 of the Circular stipulates the order and procedures for inspection of emissions of motorbikes and mopeds (motorbikes) as follows:
For motorbikes with a period from the year of manufacture up to 5 years, the owner does not have to submit an emission inspection dossier and does not have to bring the vehicle to the inspection facility for emission inspection. The emission inspection certificate for motorbikes is issued by the Vietnam Register on the inspection management software based on the results of the certification of technical safety and environmental protection quality of motorbikes and scooters in production, assembly and import taken from the archived data of the Vietnam Register combined with the database on registration and management of motor vehicles of the Ministry of Public Security.
For motorbikes that are more than 5 years old from the year of manufacture, the owner must bring the vehicle to the inspection facility for emission inspection.
The vehicle owner must present one of the following documents: Original vehicle registration certificate; certified copy or certified electronic copy of the original vehicle registration certificate; original vehicle registration certificate appointment paper.
The inspection facility receives the documents, looks up information of the motorbike on the inspection management software and compares the vehicle registration certificate with the actual motorbike: In case the vehicle is subject to inspection refusal, the inspection facility shall make a notice according to the form prescribed in this Circular and send it to the vehicle owner; in case the vehicle is not subject to inspection refusal, it shall make an inspection control form according to this Circular.
In case of direct submission of documents: The inspection facility shall conduct the emission inspection on the same day of receiving the complete application. If the inspection result does not meet the requirements, the inspection facility shall issue a notice according to the form specified in Appendix I issued with this Circular and send it to the vehicle owner. If the result meets the requirements, the inspection facility shall issue an emission inspection certificate according to the validity period of the emission inspection certificate for motorbikes and mopeds as prescribed.
In case of submitting documents via the online system: the inspection facility confirms the appointment for emission inspection and at the same time notifies the vehicle owner of the time to perform the motorbike emission inspection.
The emission inspection certificate issued for motorbikes is an electronic copy with data integrated with the vehicle owner's electronic identification account, specifically as follows:
First motorcycle and motorbike emission inspection certificate.
Certificate of periodic motorcycle emission inspection according to the form issued with this Circular.
Explaining the need to issue a new Circular that includes regulations on motorcycle emissions inspection, the Vietnam Register said that Article 42 of the Law on Road Traffic Order and Safety stipulates: Motor vehicles and specialized motorcycles participating in road traffic must be inspected according to the provisions of law.
Inspection of motorbikes and mopeds only involves emission inspection. Emission inspection is carried out in accordance with environmental protection laws and is carried out at emission inspection facilities that meet national technical standards.
Therefore, the Circular was issued to synchronize with the provisions of the Law on Road Traffic Safety and Order issued previously.
