Circular No. 47/2024/TT-GTVT of the Ministry of Transport stipulates the procedures for inspection and exemption from first-time inspection for motor vehicles and specialized motorbikes; procedures for certification of technical safety and environmental protection for modified motor vehicles and modified specialized motorbikes; procedures for inspection of exhaust emissions of motorbikes and mopeds. The Circular takes effect from January 1, 2025.
According to the Vietnam Register, motorcycle emission inspection is a new content performed according to the tasks specified in Point d, Clause 5, Article 42 of the Law on Road Traffic Order and Safety.
Some notable new points in the regulations on emission inspection of motorbikes and scooters (motorbikes) are as follows:
Motorcycles under 5 years old
For motorbikes with a period from the year of manufacture up to 5 years, the owner does not have to submit an emission inspection application and does not have to bring the vehicle to the inspection facility for emission inspection.
The emission inspection certificate for motorbikes is issued by the Vietnam Register on the motorbike and scooter emission inspection management software based on the results of the certification of technical safety and environmental protection quality of motorbikes and scooters in production, assembly and import taken from the data of the Vietnam Register combined with the database on registration and management of motor vehicles of the Ministry of Public Security (stipulated in Clause 1, Article 27 of the Circular).
Car over 5 years old
For motorbikes with a manufacturing date of more than 5 years, the owner must bring the vehicle to the inspection facility to conduct emissions testing and be granted an Emission Inspection Certificate according to the following cycle:
Motorcycles over 5 years old to 12 years old have an emission inspection cycle of 24 months/1 time;
Motorcycles over 12 years old have an emission inspection cycle of 12 months/01 time.
About electronic certification
The motorbike emission inspection certificate is an electronic certificate, with data integrated with the vehicle owner's electronic identification account to facilitate people and authorities in management, use and patrol control.
According to the Department of Registration, Circular No. 47/2024/TT-BGTVT affirms the efforts of the Ministry of Transport in administrative reform, procedure simplification, digital transformation promotion, while ensuring efficiency in vehicle inspection, technical safety and environmental protection.
