Circular 47/2024/TT-BGTVT also stipulates the order and procedures for motorbike emission inspection as follows:
For motorbikes with a manufacturing year of more than 5 years, the owner must bring the motorbike to the inspection facility for emission inspection.
For motorbikes with a manufacturing year to 5 years, the owner does not have to submit an emission inspection dossier and does not have to bring the vehicle to the inspection facility for emission inspection.
The certificate of emission inspection for motorbikes by the Vietnam Register Department implements superior inspection management software on the basis of the results of technical safety and environmental safety certification in the production, assembly and import from the archives of the Vietnam Register Department in combination with the Ministry of Public Security's motor vehicle registration and management facility.
Procedures for motorcycle emission inspection are as follows:
Step 1: Bring the vehicle to the inspection agency for emission inspection.
Step 2: The vehicle owner must present one of the following documents:
Original vehicle registration certificate.
Certified copy or a certified electronic copy of the original vehicle registration certificate.
Original appointment letter for issuance of vehicle registration certificate.
Step 3: The facility inspects the dossier and inspects the emission.
Inspection facilities receive documents, look up information of motorbikes and mopeds on inspection management software and compare vehicle registration certificates with actual motorbikes:
In case the vehicle is refused inspection, the inspection facility shall make a notice and send it to the vehicle owner.
In case the vehicle is not subject to inspection refusal, a certificate of inspection shall be issued.
In case of direct submission, the registry establishment shall conduct emissions inspection on the day of receiving complete dossiers, if the test results are unsatisfactory, the registration facility shall send a notice to the vehicle owner; In case the results are satisfactory, the registry is granted the emission inspection certificate according to the validity period of the emission inspection certificate for motorbikes.
In case of submission of the online system, the Registry Council confirms the appointment of emissions inspection and informs the vehicle owner about the time of carrying out motor vehicle emissions. When the vehicle owner takes the motorbike, the registry establishment conducts emissions testing on the day.
If the inspection results do not meet the requirements, the inspection facility will prepare a notice and send it to the vehicle owner.
If the results meet the requirements, the inspection facility shall issue an emission inspection certificate according to the validity period of the emission inspection certificate for motorbikes.
Step 4: Issuing an emission inspection certificate for motorbikes.
The emission inspection certificate issued for motorbikes is an electronic copy with integrated data with the vehicle owner's electronic identification account (previously recorded) specifically as follows:
Certificate of initial emission inspection of motorbikes according to form No. 04 of Appendix XX issued with this Circular.
Certificate of periodic emission inspection of motorbikes according to form No. 05 of Appendix XX issued with this Circular.
Regarding the roadmap for motorbike emission inspection, on March 17, 2025, the Government Office Notify No. 111/TB-VPCP of the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on developing National Standards on emissions of road motor vehicles in circulation.
Accordingly, Deputy Prime Minister Tran Hong Ha directed the Ministry of Agriculture and Environment to issue QCVN on emissions for motorbikes in circulation in April 2025. This ministry must submit to the Prime Minister a roadmap for applying the QCVN on emissions to motorbikes in circulation in April 2025.
