On March 13, Deputy Prime Minister Tran Hong Ha chaired a meeting to listen to a report on the development and roadmap for applying Vietnamese standards on emissions of road motor vehicles in circulation.
According to the report of the Ministry of Agriculture and Environment, Vietnamese regulations on emissions for cars in circulation and the application roadmap are being urgently finalized for promulgation.
Regarding Vietnam's regulations on emissions for motorbikes in circulation, the Ministry of Agriculture and Environment believes that this is a regulation related to the large number and types of motorbikes.
This directly affects the majority of people, so more time is needed to assess the impact, as well as develop a roadmap for application, facilities to conduct emission inspection...
At the meeting, leaders of the Ministries of Agriculture and Environment, Science and Technology, and Construction discussed the responsibility and authority to issue Vietnamese regulations on emissions of road motor vehicles in circulation; issues that need to be carefully studied and assessed for impact.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the Government should carefully consider assessing the multidimensional impact on road motor vehicle emission regulations, especially the major impact on vehicles in circulation, imported vehicles as well as domestically produced vehicles.
Therefore, the process of developing standards and roadmaps for application must clarify the political, legal and practical bases, conduct multidimensional impact assessments; at the same time, propose synchronous solutions with socio-economic and scientific measures and resolutely implement them to reduce air pollution caused by emissions from vehicles.
The Deputy Prime Minister requested the Ministry of Agriculture and Environment to fully absorb comments and comments, and properly implement the provisions of the law on environmental protection, road traffic order and safety on the development and promulgation of emission regulations and roadmaps applicable to cars and motorbikes in circulation, in the spirit of "norms and roadmaps for cars in circulation are issued first, motorbikes in circulation are issued later".
In the process of developing regulations on automobile and motorbike emissions and the application roadmap, the Ministry of Agriculture and Environment must clarify the emission ratio of operating vehicles in the total source of air pollution.
For cities and urban areas with high air pollution levels such as Hanoi and Ho Chi Minh City, it is necessary to study and apply regulations on car and motorbike emissions faster and earlier to limit polluting vehicles, first of all in some key areas, routes and streets.
The Deputy Prime Minister assigned the Ministry of Construction and the Ministry of Public Security to coordinate with Hanoi and Ho Chi Minh City to review and update the planning of transport infrastructure (routes, roads, wharves, parking lots) to encourage the use of green means of transport; policies to support the conversion from private means of transport to public transport.
Design a traffic lane specifically for bicycles, pedestrians, and motorbikes; increase communication about the harmful effects of vehicles that cause air pollution.
