Assign the Ministry of Agriculture and Environment to submit a roadmap for QCVN on motorbike emissions
The Government Office has just issued Notice No. 111/TB-VPCP dated March 17, 2025, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the meeting on developing National Standards on emissions of road motor vehicles in circulation.
To urgently complete and issue emission QCVN for road motor vehicles in circulation, the Deputy Prime Minister requested the Ministry of Agriculture and Environment to study and fully assess the political basis, legal basis and practical basis for developing and promulgating QCVN on emissions and roadmap for applying QCVN on emissions for road motor vehicles.
In particular, the Ministry urgently issued QCVN on emissions for cars in circulation in March 2025, issued QCVN on emissions for motorbikes (motorbikes) in circulation in April 2025.
The Ministry of Agriculture and Environment has developed and submitted to the Prime Minister to issue a roadmap for applying QCVN on emissions to cars in circulation in March 2025; submitted to the Prime Minister a roadmap for applying QCVN on emissions to motorbikes in circulation in April 2025.
The Ministry of Agriculture and Environment coordinates with the Ministry of Construction, the People's Committees of Hanoi, Ho Chi Minh City and major cities to calculate plans to limit vehicles with high emissions in areas at high risk of environmental pollution, especially pollution by emissions.
The Ministry promotes propaganda work to create consensus among people in the process of implementing the roadmap for applying QCVN on emissions, contributing to environmental protection, especially in large cities.
Limit high-emission vehicles
The Deputy Prime Minister assigned the Ministry of Construction to direct the Vietnam Register to urgently provide information and data on automobile emission inspection to the Ministry of Agriculture and Environment before March 20, 2025 for the Ministry of Agriculture and Environment to study and serve as a basis for developing and completing the above QCVN.
The Ministry of Construction shall preside over and coordinate with the Ministries of Public Security, Justice, Agriculture and Environment to work with the People's Committees of Hanoi and Ho Chi Minh City to calculate plans to limit vehicles with high emissions in areas at high risk of environmental pollution, especially pollution by emissions.
The Ministry of Construction shall issue or submit to competent authorities to issue policies to encourage the development of public passenger transport and the conversion of vehicles to green means of transport.
The Ministry of Construction, together with the People's Committees of Hanoi and Ho Chi Minh City, reviewed the urban planning to adjust and supplement; in which, researched the construction of lanes and routes specifically for each type of vehicle (buses, motorbikes, bicycles...) and for pedestrians to ensure traffic order, safety, and environmental friendliness.
The Ministry of Science and Technology continues to closely coordinate with the Ministry of Agriculture and Environment and relevant agencies according to the assigned functions and tasks in the process of developing and promulgating QCVN and roadmap for applying QCVN on emissions for road motor vehicles in circulation.
