The People's Committee of Phu Yen province has just issued Decision No. 57/2024/QD-UBND stipulating standards and norms for specialized vehicles equipped for agencies, organizations and units under the province's management. The Decision takes effect from November 25, 2024.
The subjects of application under this decision include state agencies, provincial traffic safety committees and public service units under the management of the province and other relevant organizations and individuals.

One of the units assigned the most specialized cars in Phu Yen province is the Vocational College, which was assigned 77 cars, and the Vocational Education and Career Guidance Center, which was assigned 144 cars.
These units are assigned vehicles for the purpose of training and testing car drivers (practice cars, testing cars). The vehicle type is according to the technical specifications of the practice and testing cars (such as the length, width, and wheelbase of the car), with identification signs attached according to regulations.

The purchase price of a car stipulated in this decision is the purchase price including taxes payable according to the provisions of law, after deducting discounts and rebates (if any); excluding registration fees; fees for registration and issuance of vehicle license plates; insurance fees; fees for issuing certificates of technical safety and environmental protection inspection for motor vehicles and specialized motorbikes; road maintenance fees related to the use of the car. In case the car is exempted from taxes (import, special consumption, value added), the full amount of these exempted taxes must be included in the purchase price of the car to determine the standards and norms.
Regarding implementation, the People's Committee of Phu Yen province assigned agencies, organizations and units to base on the quantity, type and type of cars issued with the organization and unit, implement the regime of management, use, purchase and transfer of specialized vehicles in accordance with the provisions of the current Law on Management and Use of Public Assets.
The Department of Finance is responsible for reviewing and arranging specialized cars of agencies, organizations and units; assessing standards and norms for purchasing, liquidating, recalling and transferring specialized cars of agencies, organizations and units in accordance with regulations.
