On November 20, Lao Dong news source reported that the leaders of Phu Yen Provincial People's Committee requested the Phu Yen High-Tech Agricultural Zone Management Board (abbreviated as Phu Yen High-Tech Agricultural Zone Management Board), the Provincial Construction Investment Project Management Board (Provincial Construction Investment Project Management Board), the Department of Home Affairs and Tuy An District People's Committee to urgently recover the full amount of illegal money and pay it to the State budget, according to the inspection conclusion.
Slow to collect and return illegal money
On July 1, 2016, the Inspectorate of Phu Yen province concluded the inspection of the management and investment in basic construction (C&I) at the Traffic Management Board under the Provincial Department of Transport (now the Provincial Construction Management Board).
The inspection conclusion required this unit to pay the amount of over 1.9 billion VND in violations to the State budget. The Provincial Construction Management Board has paid over 1 billion VND, the remaining over 600 million VND has not been paid (over 279 million VND in violations have not been recovered according to the direction of the Provincial People's Committee Chairman).
After many times of urging, up to now, the Provincial Construction Management Board has not yet returned the illegal money. The Provincial Inspectorate found that the reason for not being able to recover the illegal money is because this unit did not take active measures to recover it, allowing it to drag on for many years, until the related companies were dissolved, equitized...
With the above reality, the recovery of more than 600 million VND is unlikely to be implemented, so we request the province to consider the proposal of the Provincial Construction Management Board to allow this unit to continue monitoring, but not assign responsibility for urging and recovering the remaining amount. At the same time, we request the Board to seriously review.
Similarly, on December 30, 2022, the Provincial Inspectorate concluded on the management and use of funding sources at the Department of Home Affairs, period 2016-2021.
The inspection conclusion required the Department of Home Affairs to return the illegal amount of more than 1.2 billion VND to the State budget. To date, the Department of Home Affairs has returned more than 570 million VND, with the remaining more than 670 million VND yet to be paid.
Recommend that the province direct and request the Department of Home Affairs to coordinate with relevant agencies and units to recover the remaining amount. In case any unit does not cooperate, the Department of Home Affairs must have a solution to completely recover this amount.
Transfer to the Inspection Committee if the violation money is not returned
On February 20, 2020, the Provincial Inspectorate concluded the inspection of the management and use of capital sources for construction investment in Tuy An district.
The inspection conclusion required Tuy An district to return nearly 1.9 billion VND in illegal money to the state budget. Tuy An district has paid more than 780 million VND, the remaining 1.1 billion VND has not been paid.
The provincial inspectorate has urged 12 times but Tuy An district has many documents with recommendations but has not collected them. After 2 direct meetings, Tuy An district leaders committed to complete the implementation but so far they have not done so.
Recommend that the province direct and request Tuy An district to urgently find a solution to recover and pay the remaining amount of illegal money. If it cannot be recovered, the district is responsible for paying this amount and sets a time limit for completion.
If Tuy An district fails to pay the remaining amount of violations within the deadline, the Provincial Inspectorate will transfer the case to the Provincial Party Committee's Inspection Committee for handling according to the direction of the Provincial Party Committee's Standing Committee.
Similarly, on July 12, 2022, the Provincial Inspectorate concluded the inspection of the management and use of construction investment capital sources at the Phu Yen Provincial People's Committee for the period 2015-2020.
The inspection conclusion required the Phu Yen Provincial People's Committee to pay the violation amount of more than 2 billion VND to the State budget. The committee has paid nearly 1 billion VND, and more than 1 billion VND has not been paid yet.
The provincial inspectorate has urged 8 times in writing and worked directly with the leaders of the Phu Yen Provincial People's Committee, but up to now this unit has not implemented it.
Recommend that the province direct and request the Phu Yen Provincial Management Board to urgently collect and pay the remaining amount of illegal money. If the collection is not successful, the Board is responsible for paying this amount and setting a time limit for completion.
If the Board fails to pay the remaining amount of the violation within the deadline, the Provincial Inspectorate will transfer the case to the Provincial Party Committee's Inspection Commission for handling according to the direction of the Provincial Party Committee's Standing Committee.
