Quang Ngai voters have just proposed: Currently, the support level for road construction of the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas according to Decision No. 04/2023/QD-TTg dated February 23, 2023 of the Prime Minister is 1.6 billion/km to invest in hardening roads to the commune center that have not been hardened.
However, with complex mountainous terrain and many rivers and streams crossing, investing in roads incurs many costs such as building bridges, culverts, and drainage systems, so the above standards cannot be implemented in many localities.
Voters proposed that the Central Government consider supporting 2 billion VND/km to invest in hardening the road to the commune center.
Responding to this issue, the Ministry of Transport said that during the process of the Ethnic Committee drafting Decision No. 04/2023/QD-TTg dated February 23, 2023 of the Prime Minister on the support level and support mechanism for using public investment capital to implement a number of contents of Project 1 and Sub-project 1, Project 4, the Ministry of Transport also issued Document No. 12926/BGTVTKHDT dated December 5, 2022 to provide comments with the following content:
“…Based on the volume of rural roads that need to be hardened, local capital needs, and the ability to support from the central budget, propose the level of support for hardening road surfaces… and request the Ethnic Committee to synthesize additional data from localities.”
The support level of 1.6 billion VND/km to implement the hardening of roads to the commune center is the general level for localities to calculate the preliminary capital needs of the program; for provinces with difficult conditions such as Quang Ngai, it needs to be specifically considered to have an appropriate support level.
Criteria related to the support level are developed and issued by the Ethnic Committee (the Program's governing body) or submitted to the competent authority for decision.
The Ministry of Transport requested the National Assembly Delegation of Quang Ngai province to consult with the Quang Ngai Provincial People's Committee to work with the Ethnic Committee to consider and provide support appropriate to the specific conditions of the locality.
