Although motorcycle emission testing will not be implemented immediately, it will be implemented in the near future.
Regarding the legal framework, the process and procedures for motorbike emission inspection will follow the regulations in Circular 47/2024/TT-BGTVT.
Clause 1, 2, Article 27 of Circular 47/2024/TT-BGTVT stipulates that motorbikes with a production date of more than 5 years must be brought to a vehicle inspection facility for emission testing.
For motorbikes with a period from the year of manufacture up to 5 years, the owner does not have to submit an emission inspection application and does not have to bring the vehicle to the inspection facility for emission inspection.
The emission inspection certificate for motorbikes is issued by the Vietnam Register on the inspection management software based on the results of the certification of technical safety and environmental protection quality of motorbikes in production, assembly and import taken from the archived data of the Vietnam Register combined with the database on registration and management of motor vehicles of the Ministry of Public Security.
Motorcycle emission inspection procedures are as follows:
Article 27 of Circular 47/2024/TT-BGTVT, the procedure for motorbike emission inspection is as follows:
Step 1: Bring the vehicle to the inspection agency for emissions inspection.
Step 2: Vehicle owner presents one of the following documents:
Original vehicle registration certificate;
Certified copy or certified electronic copy of the original vehicle registration certificate;
Original vehicle registration certificate appointment paper.
Step 3: The inspection facility checks the documents and conducts emissions testing.
The inspection facility receives the documents, looks up information about the motorbike on the inspection management software and compares the vehicle registration certificate with the actual motorbike:
In case the vehicle is refused inspection, the inspection facility will send a notice to the vehicle owner.
In case the vehicle is not subject to inspection refusal, an inspection control form is issued.
In case of direct submission of documents: The inspection facility shall conduct the emission inspection on the same day of receiving the complete application. If the inspection result does not meet the requirements, the inspection facility shall issue a notice to the vehicle owner; if the result meets the requirements, the inspection facility shall issue an emission inspection certificate according to the validity period of the emission inspection certificate for motorbikes and mopeds.
In case of submitting documents via the online system: The inspection facility confirms the appointment for emission inspection and informs the vehicle owner of the time for emission inspection of motorbikes and mopeds. When the vehicle owner brings the motorbike or moped, the inspection facility will conduct emission inspection on the same day:
If the inspection results do not meet the requirements, the inspection facility will send a notice to the vehicle owner.
If the results meet the requirements, the inspection facility will issue an emission inspection certificate according to the validity period of the emission inspection certificate for the motorbike.
Step 4: Issue emission inspection certificate for motorbikes and scooters.
The emission inspection certificate issued for motorbikes and scooters is an electronic copy with data integrated with the vehicle owner's electronic identification account, specifically as follows:
Certificate of first-time emission inspection of motorbikes and scooters according to form No. 04 Appendix XX issued with this Circular;
Certificate of periodic emission inspection of motorbikes and scooters according to form No. 05 Appendix XX issued with this Circular.
