Circular No. 79/2024/TT-BCA regulating the issuance and revocation of vehicle registration certificates, license plates of motor vehicles and specialized motorbikes takes effect from January 1, 2025.
Clause 5, Article 37 of the circular stipulates the color and serial number of license plates of domestic agencies, organizations and individuals.
Accordingly, the license plate of a car has a blue background, white letters and numbers, the license plate series uses one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, M issued to vehicles of Party agencies; Office of the President; Office of the National Assembly and agencies of the National Assembly;
Office of the National Assembly Delegation, People's Councils at all levels; Central Steering Committees; People's Public Security, People's Court, People's Procuracy; ministries, ministerial-level agencies, agencies under the Government; National Traffic Safety Committee; People's Committees at all levels and specialized agencies under the People's Committees at provincial and district levels;
Socio-political organizations (including the Vietnam Fatherland Front, Vietnam Trade Union, Ho Chi Minh Communist Youth Union, Vietnam Women's Union, Vietnam Veterans Association, Vietnam Farmers' Association); Project management boards with state management functions; public service units, except for driver training and testing facilities;
Motorcycle license plates have a blue background, white letters and numbers, the license plate series uses one of the following 11 letters: A, B, C, D, E, F, G, H, K, L, M combined with a natural number from 1 to 9, issued to vehicles of subjects specified in Point a of this Clause;
Car license plates have a white background, black letters and numbers, and the license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of domestic organizations and individuals, not subject to the provisions of Point a of this Clause;
Motorcycle license plates have a white background, black letters and numbers, and the license plate series uses one of the following 20 letters: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z combined with one of the 20 letters A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z issued to vehicles of domestic organizations and individuals, not subject to the provisions of Point b of this Clause;
Yellow background license plates with black letters and numbers issued to vehicles operating in the automobile transportation business, using one of the following 20 letters in turn: A, B, C, D, E, F, G, H, K, L, M, N, P, S, T, U, V, X, Y, Z;
Some cases have separate series, including: License plates with series “CD” issued for specialized motorbikes; License plates with series “RM” issued for trailers and semi-trailers; License plates with series “HC” issued for cars with limited operating range, four-wheeled motorized passenger vehicles, four-wheeled motorized cargo vehicles;
License plates with the series “KT” are issued to vehicles of military enterprises that are proposed for vehicle registration by the Department of Vehicles and Machinery, Ministry of National Defense; Vehicles with similar structures to a type of vehicle will be issued with license plates of that type of vehicle; License plates with a separate series issued to a subject will have corresponding colors according to the provisions in Point a, Point c, Point d, Clause 5 of this Article;
The license plate of the winning auction vehicle has a red and yellow background identification stamp, green letters (according to Appendix No. 04 issued with this Circular); License plate of the vehicle using clean energy, green energy, environmentally friendly has a green identification stamp (according to Appendix No. 04 issued with this Circular).
