The People's Committee of Yen Bai province issued Decision No. 5/2025/QD-UBND detailing a number of articles of the Law on Road Traffic Order and Safety. This decision takes effect from March 22, 2025.
One of the notable points is that Yen Bai regulates the use of motorbikes, mopeds (motorbikes), and rudimentary vehicles for passenger and cargo transportation business.
In particular, Yen Bai requires organizations and individuals using motorbikes and rudimentary vehicles for business in transporting passengers and goods with a petition or written notice to the People's Committee of the commune, ward or town where the organization or individual is headquartered or registered for permanent residence (temporary residence) or business location.
The People's Committees of communes, wards and towns compile a list and monitor the number of organizations and individuals using motorbikes and rudimentary vehicles for passenger and cargo transportation in the management area.
Yen Bai also requires drivers of motorbikes and rudimentary vehicles to do business in transporting passengers and goods to ensure the conditions prescribed in the Law on Road Traffic Order and Safety and other relevant regulations.
Organizations and individuals using motorbikes and rudimentary vehicles for business in transporting passengers and goods must ensure order and safety of road traffic and comply with the following regulations:
Welcoming and returning passengers according to the agreement between passengers and vehicle operators in compliance with the provisions of law on road traffic order and safety.
Do not transport dangerous goods, prohibited goods, wild animals, goods with foul odors or other animals or goods that affect the health of passengers and the environment.
Do not use motorbikes or rudimentary vehicles as mobile sales counters on urban roads.
Not only Yen Bai, some provinces also require motorbike taxi drivers who want to practice to submit a petition to the People's Committee of the commune.
Tuyen Quang Provincial People's Committee issued Decision No. 53/2024/QD-UBND. Decision to adjust the operation of rudimentary vehicles and motorbikes for passenger and cargo transportation in the area.
Accordingly, Tuyen Quang requires the use of motorbikes and rudimentary vehicles for passenger and cargo transportation as follows:
Organizations and individuals when conducting business activities in passenger and cargo transportation must register with the People's Committees of communes, wards and towns where they are registered.
The People's Committees of communes, wards and towns manage the use of motorbikes and rudimentary vehicles for passenger and cargo transportation business in the area.
Drivers of motorbikes and rudimentary vehicles when transporting passengers and goods must have separate uniforms to distinguish them from other traffic participants; uniforms chosen by organizations and individuals.
Organizations and individuals participating in transporting passengers and goods by motorbikes and rudimentary vehicles shall pick up and drop off passengers depending on the needs of passengers and stop and park to wait, pick up passengers or pick up and drop off goods at locations and areas not prohibited in the province but must ensure safety for passengers and traffic participants.
Tuyen Quang Provincial People's Committee encourages the application of information technology in passenger and cargo transportation business activities in the area.
