Article 5 of Circular 73/2024/TT-BCA stipulates the patrol and handling of violations of road traffic order and safety by traffic police, effective from January 1, 2025, as follows:
The monitoring system to ensure security, order and safety of road traffic (hereinafter referred to as the monitoring system), camera systems on traffic routes and in urban areas are equipped, installed, managed, operated and used according to the provisions of the Law on Road Traffic Order and Safety; Decree No. 135/2021/ND-CP of the Government and regulations of the Ministry of Public Security on standards, regulations, management, operation, use and protection of the monitoring system.
Accordingly, the traffic police unit is assigned to manage the monitoring system, the camera system on the traffic route, in the urban area, the staff must be arranged at the operating center 24/24 hours to operate the system of continuous and smooth operation, monitor the situation of order and traffic safety, social order on the route, detect violations of law on traffic order and safety of other law violations and other law violations.
Thus, according to regulations, the Traffic Police unit must arrange officers on duty at the 24/7 operation center to operate the system continuously and smoothly. Therefore, during the holiday, the cameras must still operate.
Recently, the Ministry of Construction also recommended that bus companies and people comply with traffic laws, absolutely do not drink alcohol while driving, and comply with the speed allowed when participating in traffic during the holidays.
The Hanoi People's Committee said that it will install more than 40,000 surveillance cameras in the 2025-2030 period and the post-2030 period, of which more than 23,700 cameras will be used to monitor security, order and handle violations.
