On July 1, the Office of the People's Committee of Quang Tri province said that Vice Chairman of the Provincial People's Committee Le Van Bao has signed a document sent to departments, branches, Dong Hoi Ward People's Committee and Quang Tri Automobile Transport Association on organizing the operation of 4-wheeled motorized passenger vehicles in the province.
Accordingly, to remove difficulties for transporting tourists by 4-wheeled electric vehicles, the Provincial People's Committee assigned the Department of Construction to organize the installation of a traffic signal system with speed limit signs of 30 km/h on some routes.
On Vo Nguyen Giap street, signs are arranged in 2 side lanes, allowing electric vehicles to operate 24/24 hours, while the main lane still maintains normal operating speed.
For Nhat Le street, the section from Nhat Le bridge to Nhat Le 2 bridge, a speed limit sign of 30 km/h applies from 5 pm to 11 pm, and also prohibits parking on the west side of the road to ensure safety when traffic volume increases.
On Tran Hung Dao street, the section from Sea Square to Vo Nguyen Giap street, the speed of 30 km/h applies 24/24 hours; the section from Vo Nguyen Giap to the beginning of Nhat Le bridge applies during the time frame from 5:00 PM to 11:00 PM. The road to SunSpa Resort is also arranged with appropriate signs for electric vehicles to operate 24/24 hours.
According to the Quang Tri Department of Construction, before merging administrative units, 35 provinces and cities were allowed by the Prime Minister to pilot electric vehicles to transport tourists in restricted areas, including the old Quang Binh province.
Currently, Quang Tri has 7 units approved by the Provincial People's Committee to implement the pilot project with 100 vehicles operating on 27 routes and 42 stops. Operating in the summer from 6am to 11pm, winter from 7am to 10pm daily.
However, from February 15, 2025, according to Clause 2, Article 24 of Decree 165/2024/ND-CP, 4-wheeled passenger vehicles with engines are only allowed to operate on roads with speed limit signs of 30 km/h. Previously, Quang Tri did not have any roads with signs, so electric vehicles could not operate, and many business units faced difficulties.
The Department of Construction has organized 3 meetings with the Provincial Police, Department of Culture, Sports and Tourism, Quang Tri Automobile Transport Association and Dong Hoi and Dong Thuan ward authorities to find solutions, but has not been able to completely remove them.
After consulting the experience of many localities, the province selected some routes in the sea tourist area, golf courses and tourist spots to place signs of 30 km/h, creating conditions for electric vehicles to operate in accordance with regulations.
For other routes such as Truong Phap, Nguyen Du, functional forces assess the operating speed from 50-60 km/h, often causing congestion. If the speed is reduced to 30 km/h, it will affect traffic flow and traffic safety.
