Many difficulties
From July 1, 2025 to now, many 4-wheeled motor vehicles (electric vehicles) in Dong Hoi, Dong Thuan, Dong Son wards (Quang Tri province) have been forced to temporarily stop carrying passengers, causing many drivers' families to fall into difficult situations.
These drivers belong to business households using 4-wheeled vehicles with engines to transport passengers participating in the pilot operation, which will continue to operate until June 30, 2025.
The suspension comes from the new regulation in Decree No. 165/2024/ND-CP of the Government, requiring electric vehicle routes to place signs with a maximum speed of 30 km/h for all vehicles.

It is worth mentioning that currently, no road has been marked with a maximum speed of 30 km/h on the routes that the above drivers are allowed to run. Therefore, from July 1, many electric vehicles will temporarily stop running, right at the peak tourist season.
Mr. Ho Ngoc Sang, a driver of Cat Vang Tourism Service Joint Stock Company, said that his family used to work in the sea industry but changed to the province's service development orientation, boldly borrowing capital to invest in electric vehicles to serve tourists.
The car is the family's largest asset, the main source of income depends entirely on driving. The suspension made him worry about how to get by to repay the bank debt on time.
Similarly, Mr. Hoang Xuan Hung, another driver, shared that in August 2024, his family had just bought a 4-wheel electric car, and had to temporarily stop after less than a year of operation.
Each car costs about 650 million VND, almost everyone has to borrow to have capital to buy a car. Now it suddenly stopped operating, with no income but still had to pay the principal and interest of the bank. Family life is very stressful, Mr. Hung said sadly.
Mr. Hung expressed his hope that the authorities will soon consider the reality to remove obstacles and support households to continue making a living. "We just hope that the province will soon survey and install the necessary speed signs, creating conditions for electric vehicles to operate again," he shared.

According to Decree 165/2024/ND-CP, 4-wheeled motorized passenger vehicles are only allowed to operate on routes with a maximum speed limit of 30 km/h applied to all vehicles.
Mr. Nguyen Hai Cuong - Director of Cat Vang Tourism Service Joint Stock Company said that the enterprise has announced the temporary suspension of all 30 electric vehicles of the company to ensure compliance with the decree.

Mr. Cuong hopes that the Department of Construction and related units will soon survey, review and recommend the Provincial People's Committee to propose to the Government to remove bottlenecks for electric vehicles.
Talking to reporters of Lao Dong Newspaper, Mr. Truong Chi Trung - Director of the Quang Tri Department of Construction said that for now, drivers need to comply with regulations.
Mr. Trung added that the department is reviewing the routes in the area, if appropriate, signs will be placed. In case there are still problems, recommendations will be made to the central agency for consideration of adjustment.
