On July 21, a source from Lao Dong Newspaper said that the Department of Construction of Quang Tri province had sent a document to the Provincial People's Committee, reporting difficulties and problems and proposing solutions to remove the problem of 4-wheeled vehicles with passenger engines (4-wheeled electric vehicles) in the area.
According to the Department of Construction, there are currently 7 units in Quang Tri province that are allowed to pilot the transportation of tourists by 4-wheeled electric vehicles with a total of 100 vehicles. These vehicles operate on 27 routes in Dong Hoi, Dong Thuan and Dong Son wards with 42 stops and parking lots; operating hours last from 6am to 11pm in summer and from 7am to 10pm in winter.
After a period of implementation, this type of transportation has been highly appreciated for its environmental friendliness, low noise causation, low speed and no serious accidents.
However, according to the new regulations in Clause 2, Article 24 of Decree No. 165/2024/ND-CP, 4-wheeled electric vehicles are only allowed to operate on routes with a maximum speed limit of 30km/h, applicable to all vehicles.
In fact, 27 routes that are allowing electric vehicles to operate currently do not have this sign. That causes all electric vehicles carrying passengers to violate regulations if they continue to circulate after the above time.
The Department of Construction said that adding signs for a speed of 30km/h is not feasible on main roads because it can cause congestion, obstruct other vehicles and not receive the consent of the majority of people participating in traffic.
In response to that problem, the Department of Construction held a meeting with the Provincial Police, the Department of Culture, Sports and Tourism, the Quang Tri Automobile Transport Association and related localities. The meeting agreed that signs limiting the speed of 30km/h should only be applied in internal areas such as resorts, tourist areas, cemeteries, etc., while public transport routes are not suitable to apply this regulation to all vehicles.
On that basis, the Department of Construction proposed that the Provincial People's Committee consider and recommend the Ministry of Construction to study and advise the Government to consider amending the provisions in Clause 2, Article 24, Decree No. 165/2024/ND-CP dated December 26, 2024 to suit the reality.
As reported by Lao Dong Newspaper, from July 1, 2025, a series of 4-wheeled electric vehicles transporting passengers in Quang Tri have been forced to temporarily suspend operations due to new regulations in Decree 165/2024/ND-CP, requiring the operating route to have a maximum speed limit of 30 km/h applied to all vehicles.
However, the current routes have not been marked, causing electric vehicle operations to stagnate during the peak tourist season. Many households that borrowed capital to invest in cars are now in a difficult situation because their income has been cut off and they still have to pay off bank loans.
Drivers and businesses recommend that the province promptly survey, install signs or recommend superiors to amend regulations to remove obstacles, helping them continue to make a living.
