Circular 12/2025/TT-BTC of the Ministry of Finance amending regulations on fee working regime and conference regime takes effect from May 4, 2025. This Circular amends and supplements the regulation on contract payment for car use fees when traveling for work, contracting for self-sufficiency in means of transportation for work as follows:
For subjects who are allowed to use cars for business trips: Comply with the provisions of Decree No. 72/2023/ND-CP dated September 26, 2023 of the Government regulating standards and norms for the use of cars.
For the remaining cadres, civil servants, public employees, and workers who do not meet the standards for being arranged cars for business trips but are self-sufficient with their own personal vehicles, they will be paid for the cost of self-sufficiency in vehicles to ensure that they do not exceed the regime for cadres who are allowed to use cars for business trips and must be stipulated in the internal spending regulations of the unit.
According to the old regulations in Circular No. 40/2017/TT-BTC dated April 28, 2017 of the Minister of Finance on contract payment for car use fees when going on business trips, contracting for self-sufficiency in means of transport for business trips as follows:
For leadership positions with standards for using cars on business trips according to the Prime Minister's regulations on voluntary registration to implement contracts for car use on business trips: the payment level for contracts for car use on business trips is implemented according to the provisions of Circular No. 159/2015/TT-BTC dated October 15, 2015 of the Ministry of Finance guiding a number of Articles of Decision No. 32/2015/QD-TTg dated August 4, 2015 of the Prime Minister regulating standards, norms and regimes for management and use of cars in state agencies, public service units, and one-member limited liability companies with 100% state capital.
For cadres, civil servants and public employees who do not have the standard to arrange cars when traveling, but if they go on business trips, the office is 10 km or more (for communes in the difficult socio -economic area, especially difficult according to the decisions of the Prime Minister) and 15 km or more (for the remaining communes) but self -sufficient by their own means, they are allowed to pay for the amount of money by 0.2 liters of gasoline/km. Gasoline prices at the time of business trips and are specified in the unit's internal spending regulations.
Thus, compared to the old regulations, the new Circular expands the payment of fuel regimes for self-sufficient staff, typically, the new regulations do not strictly regulate the distance to work and the expenditure level of 0.2 liters of gasoline/km as before.
