The Ministry of Public Security issued Circular 12/2025/TT-BCA regulating the testing and issuance of driving licenses; issuance and use of international driving licenses. The Circular takes effect from March 1.
Article 19 of the Circular stipulates the issuance of driving licenses as follows:
The Traffic Police Department grants driving licenses to those who pass the test results within 7 working days from the date of completion of the test.
The electronic driving license is integrated into the electronic data system and electronic identification account for 3 working days from the date of completion of the exam.
Issuing driving licenses in some special cases
The issuance of driving licenses to people with expired, lost or military driving licenses issued by the Ministry of National Defense, driving licenses in the People's Public Security when they are no longer performing national defense and security tasks shall be implemented as follows:
Drivers in the above cases must be listed in the driver's license information system at the Traffic Police Department or on the list of driver's license issuance (management book).
In case of loss of military driving license issued by the Ministry of National Defense, there must be confirmation from the issued agency.
Examining expired driving licenses
A driving license that has expired for less than 1 month from the expiration date if the owner cannot carry out the procedure to change the driving license due to illness, natural disasters, fires, or epidemics, does not have to take a theory test to reissue a driving license.
A driving license that has expired for less than 1 year from the date of expiration must take a theoretical test according to the provisions of Point a, Clause 1, Article 4 of this Circular to issue a driving license.
A driving license that has expired for 1 year or more from the date of expiration must take a theory test and practice driving in the form and on the road to reissue a driving license according to the provisions of this Circular.
People with a driver's license in the above cases who need to review can register with a driver training facility or a driver testing center for guidance.
Re-analysis of cases without results
Those who participated in the survey but did not achieve the results, if needed, can register with the Traffic Police Department to participate in the re-estest.
In case of not meeting the requirements for driving license testing
The driving license test has not been conducted for violators of road traffic order and safety who have not yet completed the requirements of competent state agencies on resolving and handling administrative violations in the field of road traffic order and safety.
