Circular No. 14/2025/TT-BXD of the Ministry of Construction regulates driver training; fostering, testing, and granting certificates of training in road traffic law. The new Circular takes effect from September 1, 2025.
Article 8 of the Circular stipulates the standards for motorcycle driving training facilities as follows:
Professional classroom system:
Theoretical classrooms: There are equipment as tools to support teaching on road traffic laws. In case the information technology equipment has not described the road signaling system and symbols, there must be a painting system.
Driving technical classrooms: There are information technology devices as tools to support teaching on structure; in case the information technology devices are not described, there must be a painting system.
Grade B1 maintenance and repair practice classrooms: Have ventilation and lighting systems to ensure safety and hygiene requirements; house floor does not cause dust; have specialized equipment for maintenance and repair; have unloading tables, boards, chairs for teaching and practice; have specialized equipment to guide students in removing tires and checking vehicle oil.
In case the motorcycle driving training facility is also a car driving training facility, it is allowed to use all professional classrooms.
Driving practice vehicles: Compatible with the vehicle classes specified in Point a, Point b, Point c, Clause 1, Article 57 of the Law on Road Traffic Order and Safety.
(A1 driving license is granted to drivers of two-wheeled motorbikes with a cylinder capacity of up to 125 cm3 or an electric motor capacity of up to 11 kW.
Class A driving licenses are granted to drivers of two-wheeled motorbikes with a cylinder capacity of over 125 cm3 or an electric motor capacity of over 11 kW and vehicles specified for class A1 driving licenses.
Class B1 driving license is granted to drivers of three-wheeled motorbikes and vehicles specified for class A1 driving licenses).
Motorcycle driving practice ground: Technical specifications of driving practice shapes suitable for test size according to the National Technical Regulation on road motor vehicle driving testing centers for each corresponding vehicle class.
