According to the content of Notice No. 459/TB-VP of the Office of the Hanoi People's Committee on the conclusion of Vice Chairman Nguyen Manh Quyen at the meeting to review the progress of implementing instructions on converting to "green" means of transport in the area.
According to Vice Chairman of the City People's Committee Nguyen Manh Quyen, converting to "green" means of transportation is an urgent task that needs to be implemented drastically and urgently according to the direction of the Government, the People's Council and the People's Committee of Hanoi.
The City People's Committee assigned the Department of Construction to preside over reviewing relevant regulations and legal standards; coordinate with the Department of Industry and Trade to unify standards and regulations on charging stations/stations for vehicles using electricity.
The Department of Construction is also required to coordinate with the Department of Planning and Architecture, the Department of Industry and Trade, the Department of Agriculture and Environment and the People's Committees of communes and wards to update the planning, arrange land funds to build a system of stations/charging stations at bus stations, parking lots, rest stops and public areas.
Along with that, the city will develop a "Project to convert fossil fuel-based motor vehicles to clean energy, green energy". This is to effectively implement Plan No. 149/KH-UBND dated May 28, 2025, with the goal of having 100% of buses operating in the area using electricity or green energy by 2030.
The City People's Committee also assigned relevant units to develop economic - technical norms and unit prices for public passenger transport by electric bus, report and propose to the City People's Committee to issue in 2025.
In addition, the city is studying the organization of mini bus routes using electricity to operate in Ring Road 1, to serve people and tourists.
The Department of Justice is assigned to coordinate with relevant departments, branches and units to develop policies to support businesses in producing and developing infrastructure to serve vehicles using clean energy. At the same time, develop a policy to support people to convert from fossil fuel vehicles to clean energy vehicles or to public transport. These policies need to be completed and reported to the Hanoi People's Committee in August 2025 to serve as a basis for submission to the Hanoi People's Council before September 30, 2025.
The Hanoi People's Committee also assigned the Department of Finance to coordinate with the Department of Construction, the City Development Investment Fund, the State Bank of Vietnam, Region 1 branch and related units to develop lending processes and procedures to help transportation businesses and "green" vehicle infrastructure more easily access capital.
Finally, the City People's Committee requested departments, branches and local authorities to increase propaganda to people and businesses, creating consensus in implementing a "green" traffic conversion plan throughout Hanoi.
